Clear confusion over village setup, says Dronamraju

VISAKHAPATNAM, DEC. 8. Mr. Dronamraju Satyanarayana, honorary president of State Village Administrative Officers' Association, has appealed to the Government to come out with a comprehensive legislation without any ambiguity in its proposed Village Secretariat setup coming into effect from January 1, 2002.
Addressing a press conference, he said that he welcomed the changes and reforms in the village administration but insisted that all basic problems should be resolved before they were effected. After abolition of the Village Officers' system, as many as 20,000 village officers' posts remained vacant. About 14,000 vacancies were filled but more than 5,000 posts still remained vacant, he pointed out. He suggested that the post of secretaries in the new set up be filled with village administrative officers according to their seniority.
Mr. Satyanarayana recalled that according to Supreme Court directions, VAOs could be in service up to 62 years. Taking this into consideration, the Government should provide opportunities to even those who had retired, he felt. In the case of those who did not study even up to X class, they could be given at least attender's pay scale, he demanded.
Mr. Chintapalli Ankineedu, president of the association, said there were 14,531 VAOs for 26,439 villages in the State. As many as 2,346 of them were above 58 years of age. Only 8,000 VAOs had passed X class while over 5,000 did not study up to X class. Those who retired should be extended benefits exended to the others retired under the voluntary retirement scheme and provided all concessions applicable to State Government employees, he demanded. Mr. Kamarsu Rajendra Prasad, secretary, Mr. T. Nagireddi, Mr. V. Rajendra Rao and others were also present.
