'Plan panel must incorporate disability factor'

CHENNAI, DEC. 8. Recommendations will be made to the Planning Commission for incorporating a disability component in all schemes and programmes, Dr. K. Venkatasubramanian, member, said today.
He gave the assurance that he would recommend to the commission that it incorporate the disability factor into every project and also suggest that the State Planning Commissions follow suit. Dr. Venkatasubramanian was speaking at the release of the report of INTEND 2001, a national conference on disability held in Chennai in June.
A lot of funds were available with the Planning Commissions, he said. Earlier, he released a copy of the report and handed over copies to Prof. C. R. Muthukrishnan, director-in- charge, IIT Madras, and Mr. S. Mahalingam, senior-vice president, Tata Consultancy Services.
As a follow-up to the conference, the organisers - Institution of Electronics and Telecommunication Engineers of India (IETE) - decided to continue the same organisational structure under the name INTEND to secure speedy implementation of recommendations. Since the members had advanced expertise and experience in the areas of technology and disability, INTEND could spearhead activities in taking technology to the disabled, said Maj. Gen. A. Balasubramanian of IETE.
Accordingly, INTEND has formulated five projects, four of them software and one, a hardware project, to work within the strategic framework proposed by the conference. The software projects titled, Akshara, Vidya, Shiksha and Raksha, would address literacy, education, training for disabled persons and health education.
Elaborating on the project, Mr. N. Krishnaswamy, advisor, INTEND 2001, said the hardware project `Netrikan' aimed at fashioning a light sensor on spectacles for using an online keyboard.
