Sepp Blatter said FIFA could reintroduce golden goals to decide extra-time matches at the 2014 World Cup in Brazil.
Blatter said other possible moves include scrapping extra-time after drawn knockout matches, and changing the points awarded for wins and draws in group stage games.
Blatter told FIFA’s website that changes will be recommended by the “Task Force Football” 2014 expert panel.
The FIFA executive committee created the panel in October to help ensure a “more attractive” World Cup in Brazil after the disappointing quality of football in South Africa. FIFA has not announced the panel members.
The golden goal rule gives victory to the team, which scores first in extra-time. It was used at the 1998 and 2002 World Cups.
