Finally, the Prohibition of Employment as Manual Scavengers and their Rehabilitation Bill, 2012 is set to become law (Aug. 28). Better late than never! But in view of the sanitary system in the Railways, I find it difficult to believe that the objectives of the law will be realised fully.

The government should take initiatives to change the sanitary system on trains to save further delays to realising the long awaited move of doing away with manual scavenging.
