The investigation

It seems odd that the Tamil Nadu government has rejected the Centre’s offer to order a National Investigation Agency probe into the twin blasts (“ >T.N. rejects NIA probe, takes NSG help ,” May 2), but there could be good reason for this as the local crime branch could be in possession of tangible evidence and clues. The Chief Minister should set the CB-CID a time limit to solve the case.

It is the responsibility of the Central government to protect the nation’s internal security, no matter where terror acts happen. The Constitution does not envisage unlimited State autonomy for State governments, so as to override the imperatives of coordinated action by State and Central agencies in defending national security. Moreover, the State police may not have the wherewithal to probe the cross-border ramifications of terror.

This does not appear to be “your local bomb blast.” Terror incidents like this which could probably involve “imported terrorism” should be dealt with employing more expertise, and the NIA could effectively coordinate its steps with the CB-CID to unravel the network behind the incident.
