Every analyst will agree that surveys such as CHS (“ >Data in the service of the poor ,” Sept. 23) will be useful to the government, policymakers, researchers and even Central agencies like NSSO. It will help in the elimination of bogus ration-card holders, pensioners and beneficiaries in housing, and in policymaking for the minorities. The next issue is how this data will be used in the implementation of policies. How will it be used to make a distinction between creamy layer households among the minorities and those who are really in need of help? What about BPL households in the OC/General category?

Our Constitution promises equality of opportunity for all and fraternity to ensure the dignity of all individuals. As a result, numerous social welfare schemes are initiated based on data collected. It aims to ensure a level-playing field for everyone in every sphere. What those who carry out such surveys need to understand is that the country can progress only when each class of the population progresses.
