On devolution

It is time India called a spade a spade (“ >Dealing with devolution ,” Sept. 23). Sri Lankan President Mahinda Rajapaksa cannot be “totally unaware” of the demand for faster implementation of the 13th Amendment, which will definitely pave the way for reconciliation between the fractured communities. Even if the larger fear is a revival of militancy, it will be tough to keep stonewalling. Till then, peace will remain a mirage.

New Delhi has to tell Chennai in clear terms to prevent Tamil fishermen from crossing the maritime boundary. India should also strengthen itself by ensuring that the Centre and the State are on the same wavelength before initiating concrete action. India cannot remain a silent spectator to goings-on in its neighbourhood. Vital issues must be tackled firmly.
