While the introduction of the Nitaqat law in Saudi Arabia, providing for mandatory recruitment of locals in the private sector, is worrisome, we cannot panic over the enactment of such laws. Many countries are now eager to employ locals. This trend will only increase in the days to come.
While the highly skilled are sought after by employers abroad, the semi-skilled are always at the mercy of foreign governments. India should generate more jobs locally and discourage migration.

The Nitaqat (naturalisation) law, reserving 10 per cent private jobs for the locals, could affect many semi-skilled workers belonging to India. The Centre should ask the government of Saudi Arabia to give a six-month amnesty to the affected expatriates.
