Mini-capitals

The idea of mini-capitals is good not only for residual Andhra but also for the rest of India (“ >Mini capitals for mega development ,” March 11). It is one way of reducing intra- and inter-regional disparities and ensuring equitable growth. Such growth decentralisation through schemes such as Provision of Urban Amenities to Rural Areas (PURA), mini-capitals and a proper implementation of political decentralisation will ensure trickle-down benefits to people from rural and urban areas. It is the lack of such policies earlier that was a reason for the formation of States such as Jharkhand, Uttarakhand and now Telangana.
