This has reference to the landmark Supreme Court judgement on the Governor's status. Governors hold office during the pleasure of the President and, therefore, cannot be shifted or removed by the government or the ruling parties because they are out of sync with their policies or ideologies. They are answerable only to the President. They can be removed only if found guilty of working against constitutional provisions. Governors are not employees or agents of the ruling politicians or the party in power. The verdict will enable them to function impartially.
