It is apparent that India has not learnt any lesson from 26/11. In fact, there were not many reports on the fifth anniversary of the gruesome attacks as the media were busy covering the Aarushi verdict and the Tehelka drama. Tukaram Omble, who died while nabbing Kasab, has almost been forgotten. Does India remember its martyrs?

Policy is a matter of setting clear goals and working methodically towards its realisation. It is partly in Max Weber’s famous phrase, “... a slow boring of the hard boards.” Five years later, when we should be talking about the efficacy and work of the new security structure, we are still in debate on whether the basic framework is in place.
