The tragedy in Patna is a telling example of a shoddy implementation of transportation laws (Editorial – “Drowned by state failure”, Jan.16). The lack of proper barricading to enable pilgrims to move in single file towards a river and the absence of planning to guide devotees to ghats is woefully visible across all religious congregations in India. Safety measures must include using a large number of barriers to funnel crowds towards open areas, loudspeakers for uninterrupted communication, a display of warning signs and ensuring that VIP visits do not hinder the smooth passage of other pilgrims. Boats and other vessels must be inspected and certified as having all safety equipment.
