Union Home Minister P. Chidambaram has declined to confirm or deny the authenticity of the “purported” contents of the Liberhan Commission report leaked to a newspaper and a television channel. From what has been reported, variously and even contradictorily in respect of some key details, Justice Manmohan Singh Liberhan’s main findings are as follows. The destruction of the Babri Masjid, far from being “spontaneous,” as bigwigs of the Bharatiya Janata Party have claimed, was systematically planned, “tailor-made” — as revealed by the mode of assault, the small number of kar sevaks (with faces hidden) assigned to the job of demolition, the easy availability of the instruments of destruction, and other preparations onsite. A whole range of sangh parivar organisations under the hegemony of the Rashtriya Swayamsevak Sangh as well as the Shiv Sena were involved. All this is well known and it is only the detail, the nuances, and the specifics of the evidence presented on the actual perpetrators and the enablers of the vile and barbaric act that will be of fresh interest. Several second-rung BJP leaders have reportedly been indicted by the Liberhan Commission. But what about the role of the top-rung BJP leaders, Atal Bihari Vajpayee, Lal Krishna Advani, and Murli Manohar Joshi? This part of the Commission’s report probably has the most political punch. The judge has reportedly held them culpable in the matter of creating communal discord, for being party to the fateful decisions, and for lacking the capacity to stand up to the RSS, which used them as pliable “tools.” It is not clear what the Commission’s verdict is on the role of the P.V. Narasimha Rao government, under whose watch the demolition took place. At the very least, it was a dishonourable and tragic role.
The BJP’s petulant allegation that the government “selectively” leaked the report will find few takers, especially when one considers the question of motivation. Why would the government leak the report to the news media at a time when that would pose a real risk of upstaging a high-stake visit by the Prime Minister to Washington? But then the leak occurred because the government sat on the findings of an exercise that took more than 16 years to discover and establish “the sequence of events leading, and all facts and circumstances relating” to the demolition of the Babri Masjid by communal vandals on December 6, 1992. The habit of withholding from Parliament and the public the findings of expensive Commissions of Inquiry, which lack teeth in any case, until ‘action taken’ reports are readied by a slow-moving bureaucracy is indefensible. It devalues the whole exercise, aggravates the already indefensible delays, and serves up plenty of opportunity for motivated campaigns, speculation, and leaks. The news media in the present case, The Indian Express and NDTV 24x7, certainly cannot be faulted for doing their best to penetrate the veil of secrecy and get the essential findings out. This role is demonstrably in the cause of truth-discovery, and serious journalists and editors are not going to be deterred by sanctimonious cries of ‘breach of parliamentary privilege.’ The crime, which resulted in communal violence on a large scale, may have taken place close to 17 years ago but truth-discovery is a pre-requisite for the process of healing wounds and social reconciliation. Learning the right lesson from this episode, the Congress-led government owes it to the nation to table the Liberhan Commission report immediately.

Main conclusion is that no need to think over this matter again. Politicians take advantage of such a matter. Special courts should be formed whose decision would be final in such matters. No one could challenge it in any court of justice. Our political system is in a ramshackle state.
Sir, The issue is not the media leak but who motivated the media to leak a report just a couple of weeks prior to its actual tabling.
From Liberhan report three conclusions come out. 1. India should not claim itself to be democratic unless the Sangh parivar, the RSS and the BJP are banned like that of SIMI 2. Politicians and bureaucrats are the lords and if action is not taken against those who leaked information, our future will be decided by our enemies 3. Efficient functioning of system should be made i.e, there should be accountability of the expenditure on these reports
The sleeping terrorists who want to disturb India will be benefited by this leak and no one else will. This larger interest of India's internal peace is compromised by the publishing of this report. It's better not to open pandora's box.
Sir, Having taken 17 long years and an estimated Rs. 8 crore, his report on the political circumstances and general conspiracy related to the demolition of the disputed structure in Ayodhya on Dec. 6, 1992, reveals nothing extraordinary. The report does not fix responsibility on those responsible for the crime. It has suggested 68 people had secretly hatched a specific plan to demolish the structure. How can 68 persons secretly hatch a plan? Particular focussed suggestions or remedial measures are conspicuous by its absence. The congress government could have saved the structure. How come it does not find a place in the report? It's a surprise.
17 years to submit a report - Should India be proud of this feat? Does it not reflect the defunct and degraded political system of India? Is it going to make any difference today if A B Vajpaye was indicted or not? If this is speed & commitment, I am not surprised at the results!!
Such leaks are dangerous to democracy. Why are only non-Cong reports are leaked? Clearly there is failure of secrecy in holding and guarding these. If a TV channel can get a complete report in print format even before tabling it to the parliament, we are in absolute danger. This leak must be investigated and guilty punished. Cong. can not wish this leak away.
The Liberhan commission was formed in 1993, and from then on the Govt. has spent almost 8 Crores and extended it for 48 times, but there should some meaning to the money spent.Atleast those who are responsible for guiding the karsevaks and making the plot should be punished as per law.
I agree that culprits of Babri demolition case must be punished. People and media should show interest in other cases too and demand justice.
The secrecy of the report should have been maintained. It is surely the breach of law.
All the organisations which divide the society shall be banned. And all the persons affiliated to any organisation shall be disqualified from occupying the public office.
There should be a system whereby such enquiry reports are published with in a few months of the incident. Then only it has relevance. Swift action thereafter will have telling effect.
With due respect I have to disagree with this editorial regarding news media's role in bringing out the contents of report into public eye. Shouldn't we expect media to be transparent in showing the public how they got this information? I personally feel we are overdosed with media freedom in India and forgetting the media austerity and values.
Now that the Liberhan Commisssion report is tabled in parliament. What will be the follow up action? It is unfortunate that the commission is reported to have not indicted Mr. P.V. Narashima Rao government. The then government could have saved the structure had it taken action then.
How can The Hindu defend the role of the media organisations in getting a few bits and pieces of the report? The report in totality may give a different picture--what about that persepective? Holding the media/newpapers as not guilty or culpable is akin to treating them specially and absolves them of responsibility. How can the media organisations expect themselves to be treated differently?
Why has the tabling of the Liberhan Commission report (along with the ATS) in parliament been delayed? A Congress spokesperson said on TV that the government can as per rules do this anytime within six months from the receipt of the report from the commission and it will do this within that period. If the report has really given a political gain to the Congress, why didn't the government make the report public through parliament before the recent State assembly elections? Can a slow-moving bureaucracy be the reason for the delay? Can the government deny it has not leaked the report without owning responsibility for a major breach of security of vital government documents? Whichever way one looks at these questions, government has much to explain.
What the Central Government must do is to immediately place the findings of the Panel on the floor of the house to let the people know the circumstances leading to and those responsible for the demolition of the Babri Masjid.
The Liberhan commission was constituted and operated by taxpayer's money. So the citizens of this country have every right to know the findings of the commission. I applaud Indian Express and NDTV 24x7 in this case.
