Threatens to dissolve city Corporation Council with special officers
Coming down heavily on AIADMK councillors in the Chennai Corporation for indulging in corrupt practices and exceeding all limits in committing irregularities, Chief Minister Jayalalithaa on Tuesday warned them that unless they mended their ways, she might be forced to dissolve the city Corporation Council.
She gave them a dressing down at a closed-door meeting in the wake of complaints of corruption and illegal activities against city councillors, party sources said.
A section of the media had carried reports that councillors were demanding money for works in their wards.
“I will wait till the end of next month. If I continue to receive complaints, I will dissolve the Council and run it with special officers,” she warned.
According to the sources, the Chief Minister even read out the names of many councillors, including women representatives, from a list she had and made it clear that she would no longer tolerate their actions. Besides names, she mentioned the allegations against them. The AIADMK has 168 councillors, including 66 women in the Corporation Council.
Ms. Jayalalithaa told them that in the election that would be held to the Corporation Council after its dissolution, none of the existing members would be re-nominated for party tickets.
The party sources said some of her remarks indicated that she was also unhappy with representatives in other local bodies in the State.
Underscoring that “excesses” by DMK councillors during the previous regime played a major role in the DMK losing power, she said she had information that AIADMK councillors were collecting money from every possible source.
“When a multi-storeyed building is constructed, you go and collect commission. If a person stores sand or gravel in front of his house for construction purposes, you demand money from him,” she said.
Some women councillors came under severe criticism.

Dear CM,
Its good to see you in action. We strongly support you.
But what about corrupt Collectors/Taluk Incharges who are not issuing
genuine pattas indirectly seeking payments under the table. My several
communications even through Regd. Post have gone in vain.
Can a time frame be fixed for these people to complete their jobs?
Perhaps a special cell like land grabbing cell is needed to enquire into the excesses and corrupt practices committed by these councillors. I strongly hope our CM madam will do something solid.
This stern warning from CM will definitely improve the situation. It also reflects her intention to run corruption-free government. More such moves and actions will definitely re-establish faith, the public has on this government.
Reason why legal action is not taken: Public has not yet preferred to file an FIR against the corrupt councillors.
Sri.T.S.Krishnaswamy Sir, are councillors elected by people only to
indulge in corruption. If you are going to interpret CM's initiave in
this manner, corruption will never end. We all know it starts with
councillors and ends with minister level. If Madam initiates further
action on corrupt councillors, it will act as a deterrent to others.
Let us not brood on the past. People who have suffered in the hands
of such corrupt officials will only know the pinch. Will you and I
not be happy if our work at the Govt. offices are done without
bribing. Come on let us appreciate her initiative and strengthen her
hands by supporting all her actions that would lead to weeding out
corruption from public life
This warning is a big blow on the councillors. They not only amass wealth but also show off to the people around proudly.
Good! But will it be applicable to State legislative members as well? If so, TN will become corruption free state!!
Let me first CONGRAJULATE C.M.. FOR HER bold talks to the Cadre.
I strongly feel real Democracy is to allow people to participate and she should find ways and means to hear people grivances.
She should make her cadre realise that people are supreme and they will punish as they had done in the case of DMK .
i AM SURE SHE IS A CAPABLE LADY AND INSTILL CONFIDENCE with voters with strong measures.I am sure she will win the VOTERS CONFIDENCE.
Looks like she is getting matured in the political arena.Just a
beginning I hope this trend will reach center.
A Comment and an Open letter -
Dear Hon. Chief Minister,
I sincerely appreciate the effort you have taken to curb malpractice and corruption. However, I believe a person at your stature can do many many more and leave a legacy that says it is in her period face of governance changed in TN. Why is it not possible for your party to select candidates who are not only educated but also sincerely want to make positive change. Its my understanding that everyone who needs to get "ticket" for councillor, MLA, MP has to pay to party? Why is that so, when parties get funding from donations (voluntary) and corporate donations why should aspiring candidates pay. Then they start looking at this as investment. And people like me who hold Phd and do want to serve cannot compete with that money power and muscle power. Could you please at least provide some reservation for educated when you can provide same on the basis of sex, cast, creed etc.
This cannot be stopped as politician see the money spent for the election as an investment. He has to take it back with profit in the 5 year period. Nobody likes to have Loss in their business then how this can be stopped. Might be they won't collect for few days... Political Stunts
This is what we are expecting..
Inspite of having detalis of corruption by councilior, she warns them.In fact she is sheltering them.Same style of functioning is adopted by Modi in Gujarat. All what they utter is only for publicity.Oterwise who restrict her to act against erring councilor.
If God wants to rebirth, He also pay bribe to rebirth in councilor ward. Then who is 'public';.
From city planning,drainage,sanitation, traffic,safety, road
show,hoarding, boarding,plantation, water management,fire,hospital
service, garden and recreation etc. Every councilors has commission
structure. Private company cant winning contract without bribe, people
cant receive facility without councilors stomach and belly fully
satisfy by company. Now many company floated by councilors to winning
contract.how work? you cannot catch up company simply.Inter service
sector. They work other ward as same party members work his own ward.
Mutual benefit same as family member working own house.if you oppose
they will united against his house break down.IT IS CORRUPTION MESS.
This is a not LKG, UKG school students to give them dress down. If these people are involved in corrupt practices, they are breaking the law of the land and no politician has an option issue warnings and so forth but turn them over to authorities. By doing this our honourable chief minister is breaking the law of the land by giving a free pass to corrupt folks in the government.
councilors are roots of corruptions tree
If the Councilors are to be punished, who will take action against the leader who is the ring master?
Why not direct police action! Why dissolve council itself.Exemplary action on a couple of counsillors including arrest and dismissal from party should have been the right thing to do. This is only a talk and one doubts that the money has not reached the right places.
Quite Commendable statement by the Commenadble CM. Its a red - alert for those who dare to do all these unethical activities. They are honoured with the charge as councilors of one of the biggest historical civic authority in india. They should feel proud to be part of it and trying to contribute to the greater extend. I am residing in pallikaranai 189th ward. I request the concerned body put an end to the Pallikaranai marsh/garbage issue. This is the foremost uphill task in front of the Council.
Is any deal? I see most of village panchayati to city councilor r deal maker to his party. share distribution among party member from lower lever to upper level. share as per designation. high level get little share while lower level get maximum share of looted money. It not amazing but fact is higher level control more area(eg.district) while lower level control limited area eg.ward. lower level receive higher portion of looted money from public. if upper level suggested customer to lower level deal between fifty-fifty percent among them.who will break this dirty politics mess?
Can you please handle the post of CM of Andhra Pradesh for some time ?? We need someone of this kind here, to clear up the mess !!!
Good move. need to sustain this effort.
CM should give similar warning to the councilers of Avadi, Poonamallee, Thambaram municipalites who are encouraging encroachments of porombok lands, water bodies, communal lands etc.
These Councillors could have hidden the actual amount received and have reported only part of their earnings from these commissions to the party head. Amma knows the actual amounts being collected!! This is an indirect warning to the Councillors that they should part with the proper percentage of their 'cut' to the party coffers!!
is not about only TN, from village panchayat to city Councillor won election by Party name and collect money on name of his designation of respective wards.
Everyone just keeps praising the CM. Ofcourse she deserves praise but only a few have asked the question that comes to my mind. If CM knows that some councillors are corrupt, why not sack them and take action against them? Just because they belong to the ruling party they can get away with a warning and if it was an opposition party they are jailed...?
You know who is this Councillors. They are all close relatives and friends of local MLAs and district secretaries with out their patronage they wouldn't have become Councillors. They always share their booty with their respective bosses namely MLAs and district secretaries. She should sternly warn their MLAs also who supports these people and share their incomes.
Kudos to Madam CM for taking up the cudgel against corruption. An opportunity is given to the corrupt Councillors to mend their ways. This must be effectively supported by Public ,especially real estate promoters, who are the root cause for promoting corruption. Now CM needs more security than ever as some people in the inner circle may be against her.
Kudos to the Chief Minister of Tamilnadu for her bold daring and plain warning to the corrupt Councillors by naming them in a closed meeting and even reading out the charges against them. She even went to the extent in openly telling them that if they don't change she will dissolve the council. We all know she means business. This whack is needed to the MLA's also. The entire people of Tamil Nadu is behind the CM in her crusade against corrupt politicians where ever they are placed. God bless you Ms. Jayalalithaa.
Really convincing move. I wholeheartedly thank Hon. Chief Minister of Tamilnadu for taking stringent measures to curb these low-level politicians that eat common people earnings. I do agree that these senseless politicians are those who defame the party and bring down the party from power during elections. Dear CM, you are really rocking.
Good but please follow up on your assurances.Councillors waiting like Vultures when either there is a construction or a demolition is exactly the role they are playing in Chennai.
It is Right time for Anna to include Amma in his team.Already Ramdev has the support of all Bigwigs in his Black money Campaign
It would be appreciated if words turn into action!
Kudos to Dr.Jayalalithaa for her efforts in containing corruption. If she can set an example from the level of ministers aboout the need for tranperancy,it should percolate to the local counciller of even a small panchayat.Since it should difficult at her level, she can form some committee consisting of some ministers and officials of impeccable integrity to monitor the issue on a sustainable basis.
As the saying goes there are four stages of correcting wrong doers : Sama, Dhana, Bedha and Dhanda. Since undesirable and evil habits formed over long periods will not leave any person so easily, to show the right way to all with minimal damage to public welfare , the Chief Minister who has declared now her own war on corruption in any form in public service , hopefully, will not hesitate to use Dhanda, if it comes to that stage! Congrats Madam, for this bold and long overdue initaitive. If corruption is drastically reduced and those in power dread the consequences of corruption, your present tenure will be referred to as the golden era in the history of Tamil Nadu! May God give you enough strenth and long life to make Tamil Nadu as a model state in all parameters!!
Great job.this kind of action against her own partymens shows her uniqueness among all other political leaders in Tamilnadu.Keep on rocking and definitely TN will became a number one state in India soon.proud of u CM.
Excellent Hon.Chief Minister ! The common people have given a strong mandate and within the next four years you can show entire India what good governance is. Good monsoon and power generation must support you in your efforts.
Kudos to Dr. J. Jayalalitha. Only she has got the guts to do something like this. keep up the good work . I would like to make a suggestion here , Dear CM kindly encourage more participation from your people so that transparency grows.
Hats Off to Tamilnadu CM Ms.J.Jayalalitha She is doing Jusice to her Office.
Hats Off CM
Good move. But needs to sustain.
good judgement
Dear CM, its sounds very good, but we hope to see more action even at the ministerial levels, not only the councillors each and every state government servant and each every cop from top to bottom must be warned by reading out their names and their misdeeds in the State Legislature, we have very huge prisons, if need be we can build bigger ones, but the only thing we require is your steadfastness in rooting out corruption. We wish you well and our support is there as always.
Good initative by Ms. Jayalalitha. Hope other chief ministers also follow suit in their states.
Good CM, we are proud of you. Please tighten the grip on corruption. It is unfortunately killing our development of our state
This is a very good move from our CM. It is better even to form a intelligence wing within the party and collect inputs from various section to curb the menace. The party members should not forget that AIADMK captured power in Chennai after many years of hardwork. Even our beloved MGR could not achieve this. Hope these type of closed door meetings will be undertaken for other cities as well and warn the wrong doers. I'm humbled by this action of our iron lady. Continue this good work madam and if people see measurable outcome the next LS polls will be a cakewalk for you.
it is timely warning,it should be extended to all the people who are holding posts.let the elected people prove themselves they are people of integrity.
It is good to see that a leader is acting like a leader! She is not suppressing the misdeeds of her partymen and women shows her courage. She has to prove more to come back to power again. If she does Tamil Nadu will be proud of a leader!
sir. is it now possible to root out corrupted personnel from any department as it has become a right for these councillors, mlas, officials.throughout India to demand money from even poor people.how these people are becoming rich in such a short time is accepted fact. unless people awake and ascertain their rights in demanding to remove such persons or confiscate their properties nothing will happen, futile charges time consuming.
Good that the Chief Minister wants to correct the mistake that DMK government committed. It would be better if she can implement these kind of actions in all other government offices too.
It is time that Ms Jayalalithaa takes such action against the corrupt in her party. There are several office bearers and panchayat Presidents owing allegiance to her party who are bringing her and the party a bad name. I wonder what mechanism she has to deal with such individuals because these corrupt people may have provided the funds at the last election.
Excellent Hon. Chief Minister! I always suspected that you are not a politician but an individual who care for common people's welfare. The mandate is given to you to rule and in the next four years you can bring enormous changes in the governance of this state. We hope for that very eagerly.
Laudable, interestingly CM in right direction, this kind of direction the need of hour, congrats
I applaud the CM for reprimanding the corrupt councillors. Undoubtedly, it will get their attention to correct course but if they did indulge in corrupt practices, shouldn't legal action be enforced against them?
If she feels the Councillors of AIADMK are corrupt, then she can take action via the party or ask them to resign. Why she has to dissolve the Chennai corporation ? If she does then surely its a mockery of Panchayat Democracy.
Shameful act by councillors..they all must be punished after getting complains from residents and all who have faced corruption demands from such councillors. Then only party can make political benefit out of this situation.
DMK need to learn lessons on anti corruption and governance from JJ. We need to have decades of strong governance like this to overcome the pathetic admin by MK, DMK.How will MK take any action against corruption, when he is the epitome of corruption and black money.
i think she is speaking about 'i don't know'
Well Done!!
I fail to understand import of the following sentence. "When a multi-storeyed building is constructed, you go and collect commission. If a person stores sand or gravel in front of his house for construction purposes, you demand money from him," she said. Is these are the instructions to the Councillors?
Well done CM. This will definitely create some fear among the councillors. The councillors must be made to visit the ward once in every month. None of the councillors must have visited the ward after they have been elected. They do not bother about the conditions of the wards which are pretty bad. Complaints to them about bad roads, etc do not get redressed. Their intent appears to enrich themselves through hook or crook. If the councillors are not tamed, it will definitely affect the fortunes of the party in the long run.
Just do it. Dissolve to show authority. Just for your kind information, corruption and bribe seeking is so rampant in the Chennai collector office, that the collector's Secretary is demanding bribe for access to the collector. If this is going to persist, you can be rest assured to be defeated in the next assembly elections and also the lok sabha elections. In order to win with a sizeable margin, you better start cracking the whip on these bribe mongers, soon.
Taking action on future deals is welcoming one. What about the atrocities already committed by her Party councilors in tamilnadu? If she has the full details of the atrocities committed, why she should hesitate to take action. The atrocities of the lady councilors especially are beyond imagination and expectations. If this continues the party will have to pay a heavy price in the future.
This is commendable action by AIADMK leader. Councillors are the grass root of the administration. If they demand money that is harassing ordinary people. We the people deserve clean and able administration.
This is correct and bold action taken by TN CM Jayalalitha. The reason for fall of DMk in chennai was because of acts of corruption by the then DMk councillors . Tamil nadu CM's office should have a separate cell to receive and deal with curruption charges against officials and elected representatives. Well done CM .
The roots of corruption have been spreading from the the days of DMK rule by the Don of DMK, to all the other ..MK parties. From village Panchayaths to the big city Corporations and of cousre to the politicians of the Legislative council, this evil has spread like cancer. You can never kill this root because it is in their blood.
I sincerely appreciate the Hon'ble Chief Minister for her corrective action against the Councilors of the City Corporation. If they don''t mend their ways She should not only dissolve the Corporation Council but also prosecute and punish them as had been done when there was Muster Roll scandal. If the Local Body is cleansed half the job is done. Kudos to CM for her honest attempt to change the Culture of Corruption.
Will the CM means what she says. Strict action is needed to rein the corrupt councillors. One of the woman councillor in Mylapore ward has converted her corporation office space for her business activity. Storing packaged water cans which is a roaring business today.
Like it. Hope to see some action so others can avoid collecting bribe for the work/service that they do.
This is a welcome move on the part of CM. The nefarious practice of councillors has been going for long even since the Arlie's regime. An effective government only can put an end to this anathema.
Bravo.. my iron lady ! keep up ur good work.
Only the more corrupt person can challenge the other corrupt person.Every thing is possible in politics.
I presume that the councillors are elected by the people. If the elected officials can be dismissed by someone at a higher hierarchical level then that someone should not complain that if the central government sitting at an even a higher hierarchical level were to dismiss that someone. Beware retribution and skeleton in the closet have an uncanny way of making their presence known when least expected. Things will boomerang and what goes around will come around.
Great words ! Clean Actions required from respected leaders for fair deals!!!
Great words ! Clean Actions required from respected leaders for fair deals!!!
Honest efforts! Most leaders don't possess the guts to address these issues in large gathering. But, why not file corruption charges and get DVAC expedited on them as DMK leaders were treated? Why there is partiality?
Very good to see she is doing this, I hope she follows her own words and asks the MLA's and ministers of her party to do the same.Tamil Nadu needs new politics and development. The state is lagging in all fronts today and the future looks bleak.
Nice!!! Very nice!!! Way to go CM.
A very commendable action by the Chief Minister. It is not just the past that defines a person. If she is really ready to address the issue of corruption, it is a welcome initiative for Tamilnadu as a whole. People will be more than happy to avoid bribing more and more of the politicians.
well done CM., we need more and more warning and crack down on those people who use party name for their sake.
really praise worthy .. hope this is for real
