State to lay down road map to handle campus issues

No bar on peaceful protests on campuses, says affidavit

The State government will soon come out with a comprehensive road map to handle situations arising out of agitations and other issues at higher education institutions, in consultation with stakeholders.

In an affidavit filed in the Kerala High Court on Friday, the government said it would soon convene a meeting of officials of the Higher Education Department, institution heads, teachers, and students in this regard.

The affidavit was filed in response to a court directive seeking explanation on the steps taken by the government to maintain law and order in educational institutions.

Government policy

“The policy of the government is to ensure that the functioning of campuses is free, open, and democratic, and that protests, dialogues, and discussions held in a peaceful manner on campuses are not suppressed. At the same time, the government will ensure that activities do not cross the barriers of law and will intervene to address any issue,” the affidavit said.

It added that the government would also make sure that discipline was maintained on campuses to foster academic excellence and fraternity among students.

Seeking assistance

According to the affidavit, the heads of institutions can seek the assistance of law enforcement agencies whenever required.

It said that peaceful protests by students, teachers, and other employees of institutions on the campuses could not be barred.

“In fact, whenever the law was violated during such protests, strict and prompt action had been taken by law enforcement agencies. The government had ensured that such actions were taken without prejudice, bias, or discrimination,” it added.
