National Advisory Council member and social activist Aruna Roy has allayed apprehensions about the proposed Prevention of Communal and Targeted Violence Bill 2011 claiming that it was aimed at shifting the onus to the government.
There was no controversy in the Bill, except for one or two clauses which some might feel troublesome. “We don't read the law. One has to read the law before drawing conclusions,” Ms. Roy who is a member in the drafting committee of the Bill said. She was here on Sunday to deliver the first S.R. Sankaran Memorial Lecture.
She expressed concern that civil society was remaining passive spectator to efforts that were being made in the form of various legislations that were aimed at taking away the benefits from the poor. “Horrendous laws are scheduled for introduction in the winter session of the Parliament. Are we going to remain oblivious to these legislations,” she asked.
Ms. Roy told The Hindut hat there were 31 such legislations including the Seeds Bill and the one for constitution of Biotechnology Regulatory Authority of India in the pipeline.
“The Bill on the Special Economic Zones was passed in two days along with the Right To Information Bill. But none of us looked at it. Legislations like these are making us non-citizens in our own country,” she said.
Delivering the lecture earlier, she criticised the government for following the United States' model of economy which was not the ultimate form of economic development. Administrative Staff College former principal T.L. Shankar recalled his association with S.R. Sankaran.
Former Chief Secretary K. Madhava Rao said that the State government had agreed to install a statue of Sankaran on the premises of Samkshema Bhavan housing the offices of welfare departments.







The preamble of the bill says against Scheduled Castes, Scheduled Tribes and religious minorities in any State in the Union of India, and linguistic minorities in any State in the Union of India. This itself makes it clear that, its not targeted about any particular religion.Hindus are religious minorities in eastern states like Nagaland,Mijoram etc.. this means In case of any communal violence there, it will target the Christians who are majority there. In the same way It helps the linguistic minorities in many states, which includes Hindus. So far, in any communal violence instances the minorities are the bigger victims and also minorities only got cases registered on them. This bill is very much required to tackle this issue.
All this fuss with regard to bill is absurd. A day when common man is struggling to survive because of inflation unemployment we are wasting our time in discussing regarding this bill. Every one keeps criticizing when a bill comes but fail to deliver positive inputs in such needful time. Do not be a spectator and start criticizing at bills instead add fresh and positive inputs to them .

perpetuate communal violence. Muslims and Christians don't. In fact we
don't need this bill. Our laws have enough teeth to book the culprits
of violence, communal or otherwise (i.e the culprits or perpetrators
should be punished and victims should be protected by the law and
order, judiciary and the police. Where does the names of religions,
casts and creeds come into picture. This is absurd. she is a blatant
lier in this regard. naming SC and ST in the bill is just to camouflage the real intention i.e appeasement for vote bank politics.
I oppose communal violence bill it is targeted against particular
religion.Crime cannot define by religion crime is crime who commites is criminal also cannot define by its religion or cast.
Must be punished severly.Criminal violence bill is against the
basic tanets of the constitution.So we hindu will come to the street no one could imagine that beceuse partion will starts
from this bill.This is a conspiracy to squezz and tortuture
hindus and then compell them to convert.
