Draft report of the PAC and draft recommendations on the 2G spectrum scam

We publish here the draft Report of Parliament's Public Accounts Committee (PAC) on the 2G spectrum scam and the draft Recommendations of the PAC. These were not adopted by the PAC at its highly contentious meeting of April 28, 2011. Eleven of the 21 Committee members claimed to have "voted" to reject the draft Report and PAC Chairman Dr. Murli Manohar Joshi adjourned the meeting and walked out, claiming he had done this to give himself time to examine certain allegations made by members. The Hindu is publishing these documents, which contain a lot of factual detail, so that readers can make up their own minds on various aspects of the 2G spectrum scam, including questions of ministerial and prime ministerial accountability.
