WiMax scam: CBI searches premises of officials

Nine teams of CBI officials today searched the residences of Bharat Sanchar Nigam Limited (BSNL) officials and the officials of Starnet.

The premises of a former chairman of the Bharat Sanchar Nigam Limited (BSNL), three top officials, and a company believed to be close to the former Telecom Minister, A. Raja, were on Saturday searched by the Central Bureau of Investigation (CBI) in connection with the alleged scam of Rs.535 crore in award of contracts for WiMax services.

The agency has registered a case against the then chairman-cum-managing director of BSNL, Kuldeep Goyal; the director, consumer mobility, R.K. Agarwal; then general manager Pradeep Narang; and then deputy general manager (Strategic Planning) Anil Kumar besides two private companies, CBI sources said. Nine teams of agency officials carried out searches in Delhi, Faridabad, Ghaziabad, Gurgaon, Chennai and Kolkata, they said.

“Abuse of position”

The officials allegedly abused their position and facilitated award in 2009 of Leased Service Area (LSA) contract for development of WiMax services to StarNet Communications, considered to have close links with Mr. Raja, even though it did not fulfil the eligibility criteria, they said.

“It is alleged that the said company did not have the required qualification of Rs.100 crore annual turnover for the last two years,” CBI said in a statement.

The agency has booked directors of StarNet Communications, Rajesh Bhatt and S. Manoharan, in connection with the case and carried out searches at their offices in Kolkata and Chennai.

Another company, Wellcom Communications, was also searched during the operation, sources said.

The BSNL officials allegedly hatched a criminal conspiracy and facilitated the award of franchisee for three LSAs to StarNet by “dishonestly and intentionally withholding the sale of tender documents in a fraudulent manner, and, diluting the eligibility conditions,” they said.

The wimax deal which offers high speed wireless broad band access is embroiled in controversy even as the ED is looking into any dubious connections between the allocation of air waves to certain telecom comps and BSNL's franchisees intended to provide fixed and mobile internet access. The BSNL committee had initially shortlisted six companies to be its franchisees of which five was found to be created by former t.minister raja's relatives and a friend.Apart from the tendering irregularities the five companies that have connections to a.raja are all registered on a single date nov. 5 2007 with same procedures and even a same email address.

When the probes take time all come and shout at CBI but when probes,
solved quick all quite (then we say-that is anyway their duty..), yes it
is but if we can shout at them then we must also appreciate them..

As long as educated people do not wish to go to polling booth to vote, we keep electing useless politicians as ministers. We have to reap the fruit of our inaction. Please think about polling to the right person, to have a better India! In the long run, such corruption is not good for India and its growth.

Any way it seems there is no let up from scams. The only requirement is we just need to open the box (Pandora’s) of governance. The rest is assured - it makes no sense of asking which department of governance to star with. The need of the hour is we need to have an army of CBI officers perhaps equivalent to the strength of our armed force. The same way no doubt the available jails will no way serve the purpose in due course. So people who are in power may make necessary budget allocation (Say in five year plans) for their colleague’s comfortable stay if not for their own, when their number comes. No exaggeration Indian jails are going to be overcrowded in the near future.

For all the mess we are in we have ourselves to blame. Very good of us do not want to meddle in politics and wish the country should be run in honest and fair manner. Never ever possible.

What the need of hour is more of educated and honest persons entering into political domain. And it should start happening at earlier age of career, not at the time of retirement when people get to engage with politics to pass their time. By that we lose our passion and commitment to do something big and beautiful for the larger section of our society. It's young who could and should sacrifice their bright and beautiful time to see the country in better shape.

To many, this case will add one more to the many cases already at hand being probed by different agencies under Govt. of India. One important aspect any sane person could perceive is the the 'Yes Minister' attitude by most of the learned civil servants without properly advising the popular political leadership in power for personal favours/gains. Also, there is an intellectual deficit prevalent in all govt. departments after software boom and third rated manpower is slowly occupying all positions in bureaucracy. To improve situation,Prime Minister must seriously ponder to create a well qualified super cadre of ICS for which selection can be made by team members from UPSC,CJI,CVC and Two Tech. experts.
