The All India Democratic Women’s Association (AIDWA) too objected to the "selective and arbitrary approach" of the Government to the recommendations.
The Communist Party of India (Marxist) has denounced the ordinance which the Union Cabinet issued on Friday to curb sexual violence against women.
When Parliament was to convene for the budget session in three weeks, the promulgation of the ordinance ran counter to democratic norms, a statement issued by the Polit Bureau said on Saturday.
“The ordinance rejects the Verma Committee’s recommendations on issues like making rape a gender-specific crime…, increasing the punishment to public servants for dereliction of duty and increasing the punishment for acid attacks and… compensation for victims, and is highly selective about the other recommendations. The ordinance has thus done injustice to the Verma Committee’s report and appears to be a diversion from the serious issues… of state culpability [and] inclusion of armed forces in the ambit of the criminal law with an amendment suggested to it,” the statement said.
As for the death penalty, the category of the rarest of rare cases had already been part of the legal framework and would include cases of rape and murder, and this was reiterated by Justice Verma, the party said.

“We strongly feel that the UPA-II should have adopted a holistic approach to the… report, rather than a pick-and-choose exercise, thus undermining the efforts of the committee at providing a multi-sectoral, comprehensive framework for tackling rape and sexual assault. The piecemeal and fragmented ordinance can only serve to sabotage the intention of providing recourse to victims of sexual violence,” AIDWA president Shyamali Gupta said in a statement.
She said the ordinance did not address amendments in respect of the culpability of the state and punishment to officers who trivialised their responsibility; a review of the Armed Forces (Special Powers) Act; and the issue of bringing Army personnel under the jurisdiction of criminal law. It also ignored sexual autonomy, violence embedded in marital rape, the concerns of those with alternative sexualities.
Furthermore, the Verma Committee recommended that rape and sexual assault be a gender-specific crime, with separate provisions for same sex sexual crimes. But the ordinance retained gender neutrality, which amounted to a negation of the reality that rape was a heinous offence being committed against women.
The National Federation of Indian Women (NFIW) has also expressed similar views.
“UPA-II is running away from serious debates on the issue of sexual violence, framing a law to prevent it and the steps needed for its effective implementation…,” general secretary Annie Raja said in a statement.
“Welcoming the inclusion of graded sexual violence, the NFIW strongly opposes the provision of gender neutrality of rape. The long-pending demand of the women’s movement for the inclusion of the Forces under this law is also not considered by the Central government,” the statement added.

The ordinance was promulgated in the context of the
Delhi December 16,'12 gang-rape case.As such it ought to
have been made applicable to that specific incident.It is
not clear why the ordinance is not restrospective so as to
be applicable for the Delhi gang rape case.If for any
reason the savage juvenile of the Delhi gang rape case
escapes at least life term imprisonment,the pains taken
by the Verma Committee will end up as an exercise in
futility and the soul of the brutalised victim will not
surely rest in peace.
Please dont make ANTI-MEN laws. While all men are pleasantly in favour of Women protection (so am i) However, the Law prohibits to REVEAL THE identity of the Victim(woman). This is being MISUSED in 17 recent cases in large cities, by women to tarnish & destroy the good image of decent men. All these cases had named the Men as Rapists/Molestors in the media,newspapers, local television etc.But when the men were found to be innocent (eg. in one case the man proved innocent due to CCTV camera footage) none of the newspapers/tv channels published that the men were innocent& the women had maliciously filed false complaints. Women today, are more confident that their names will never be published. Our Netas have never seem to have worked in big cities in the 21st Century, where it is commonly known how some evil-women take advantage of these old laws. Just like there are good men & bad men, lawmakers seem to have forgotten that there are bad women out there, too!!
Verma panel has missed one aspect-misuse of rape act by unscrupulous women like protitutes or women of doubtful integrity.We can see similar misuse of dowry acts by many women.
O God, these patriarchal old followers, These are punishments which are committed aftermath the crime. The rape scars are too much to bear for the victim. We have the experience that laws cannot prevent the forced sex attitude. Lets make a change like recommending compulsory military training for all female teens. It will not only help in women physique development but also their social exposure towards society, women education and women empowerment. but these patriarchal politics will become little relevance in the future if it happens. If severe punishment should be upon voyeurs and stalkers would be a bad thing and only the frustration will increase. increase in frustration results in increase in crime. Like legal sex workers will also help in reduction of crime.
If anybody is wrong, it is we, the people of India who expect justice from a
Government full of criminals, arrogant and blind ministers, all involved in acts of
personal benefits and clouts.
Marriage involves conjugal rights,procreation and caring and
sharing.Rape is individual(s) act.Hence Verma Committee's
recommendations for marital rape and holding senior responsible are
unjust and arbitrary and for a change rightly rejected and also
providing for death sentence in certain cases is right thing to
add.Verma Committee Report is not a gospel to be followed in
entirety.Propriety of issuing Ordinance is a different matter when the
Parliament is to meet within 3 weeks-gives impression of avoiding
discussion and getting endorsement on basis of situational advantage.
makes one wonder if the ruling party really cares for anything other than votes.
