Prima facie ruling out that the derailment of Doon Express was the handiwork of anti-social elements, Railway Minister Mukul Roy on Friday said the inquiry into the incident will be conducted by Commissioner Railway Safety and stern action would be taken against the guilty.
The Minister along with the senior officials visited the accident site where the Doon Express derailed on Thursday killing five persons and met the injured at the district hospital, official sources said here.
Mr. Roy visited the district hospital in the wee hours and inquired about the well-being of the passengers injured in the accident. He said that expenses for the treatment of those seriously injured would be borne by the Railway Ministry.
During his visit to the accident site near Mahrawa Railway Station, about 70 kms from Varanasi, he said the inquiry would be handed over to safety commissioner to find out the cause of the accident within seven days and stern action would be taken against guilty.
Mr. Roy said that effective steps would be taken to check such incidents in the future.
Prima facie the accident is not the act of anti-social elements, he said, adding it was a subject of inquiry and truth would come to fore within a week.
Former Railway Minister and West Bengal Chief Minister Mamata Banerjee had on Thursday demanded an inquiry into the derailment stating it should be probed whether it was an ’accident or an incident’
The minister said that while an ex-gratia of Rs 5 lakh each would be given to kin of passengers killed in the accident, financial assistance of Rs 1 lakh each would be given to the seriously injured and Rs 50,000 to those with minor injuries.
Five persons were killed and 50 others injured when seven bogies including five sleeper and two general coaches of Howrah-Dehradun Doon Express derailed near Mahrawa Station on Thursday.

Always Railway Minister will give us fake promise. Now a days I personally want to clear one thing straight.Railways have kept money for our safety which was spend on railway employee's undue six pay commission difference amount as well as bonus. The money was kept for our safe journey as well as modernization or railway equipments same was got exhausted for paying all undue allowances which was not required.Because of this railway does not have funds for modernization or railway equipments as well as to look after safe journey.Former Railway minister Mr. Tiwari had given statement Railway was in ICU I am only one who had recover railways from ICU.I want to ask him one question who had Put Railway in ICU By passenger or by railway employee ? Who should pay the cost for this?Railway Employee or Passenger?2nd question answer is simple passenger because he is only one who is suffering because of traveling. I am quite sure no railway employee would found guilty,STOP giving us fake promise!
Indian Railways have been proved time and time again to be dangerous to
travel via. This is due to poor maintenance and negligence by the
Railway Ministry.
The protection and safety systems are very good in indian railways. this may not be the rlys mistake
Its very sad that such accidents are happening in great numbers and the innocent travellers are killed with no postive actions or pre-emptive actions are taken by the government. We do not know as to what happened to the promised safety mechanism to be put, to avert accidents by the Railways previously, as they were not in-place so far even after a long delay. Our governments (both at the centre and states) were total failures beyond correction. At times people are pushed and/or compelled to look forward to extremists such as; Maoists for salvation, knowing that will bring only catastrophic eventualities for the country called India and her subjects. Only politicians of all colours and the bureaucrats will be responsible for such mishaps if it ever happens in the future (GOD forbid)..
How many such accidents do we have to witness in which innocent lives have to suffer a lot, cant we have advance security system to control train accidents. Spending huge amounts on Metro Projects are good however, at the same time railway system should equip itself with disaster management systems to avoid accidents or incidents in the near future.
For any unwanted incident in a civilized society, the punishment should be to prevent such incidents in future than to extract revenge for the incident. For acts like murders, corruption etc, without doubt the guilty should be held responsible and be punished to deter such crimes in future. But acts that happen due to negligence should be dealt in a different way. The system that allowed slight negligence of one person responsible for such a drastic incident should be rectified to be made more fool proof. In this era where we see live videos from across the globe, linking up the whole railways to centralized systems and monitoring it would be a very simple task. Hope the Govt takes some action in a sensible direction instead of indulging in this blamegame.
