Scrapping of PPAs: Lok Ayukta notice to A.P. Government

Lok Ayukta of Andhra Pradesh and Telangana States, Justice B. Subhashan Reddy, passed a Notice Order, calling for a report from the Principal Secretary/Special Chief Secretary-Energy of AP on the issue of the AP government scrapping the Power Purchase Agreements (PPA).

The Notice Order was issued consequent to a complaint filed by an advocate, Sunkari Janardhan Goud, on November 11.

The petitioner submitted that the AP government’s decision was against laws mandated in the AP Reorganisation Act and had caused problems over power supply to the new State. He said that sections in the Act mandated the continuation of the PPAs and ongoing projects.

Although there were orders that Telangana and AP should have 53.89 and 46.8 per cent share of generated power, respectively, the AP government had stalled the supply of 980 MW of power to Telangana State, the petitioner said, alleging that the AP government had violated directions of a high-level committee, Southern Region Load Dispatch Centre and AP Electricity Regulatory Commission to trouble the people of Telangana.

The petitioner, Mr. Janardhan Goud, prayed that the Lok Ayukta may direct the respondents to respect the AP Reorganisation Act and allow Telangana’s legitimate share of power by following the due process of law in the interests of people and justice.

Taking cognisance of the fact that the petitioner had ‘questioned’ the action of the AP government in his complaint, the Lok Ayukta, it is said, fixed February 19, 2015 as the date before which the report may be filed with the court by the Energy Department of AP.
