The provisional allocation list of All India Service Officers released by Pratyush Sinha committee is bound to undergo some changes following petitions challenging the seniority and ‘insider’ and ‘outsider’ status of some AIS officers.
The petitioners represented that the interpretation of seniority and insider and outsider status was not proper in some cases and contended that it altered their State cadre allocation.
For instance, Binoy Kumar submitted a petition that he would have been allocated to Telangana cadre had the committee considered his seniority in the State rather than the seniority in the Central service. Following these representations, the committee convened a meeting on September 15. The Chief Secretaries of both the States will be attending the meeting on the day.
The committee which finalised the provisional list on September 2 did not circulate the minutes of the meeting pending the petitions challenging ‘State seniority Vs Centre seniority’ and decided to convene the meeting again with the members.
If the committee finds merit in Mr. Binoy Kumar’s petition and changes his cadre, it will impact at least two batches of IAS officers and change the cadre of 20 officers at least, sources added.
Sources, however, are unhappy that the Pratyush Sinha committee which did not consider objections of IAS officers like J.S.V. Prasad who were allotted to Telangana cadre based on their postal address at the time of joining Indian Administrative Service, readily agreed to consider the petitions of some other officers.
