Political interference is more imaginary, says former RBI Governor

The challenges that a civil servant faces are complex and only those who keep in touch with ground realities capture the truth by listening to the silent majority, said former Governor of the Reserve Bank of India D. Subba Rao.

Delivering the keynote address at the first-ever Civil Services Day celebrated in Telangana State at the Dr. MCR HRD Institute of Telangana here on Friday, he said that while the environment had been changing at a mind boggling pace, the relevance of character of a civil servant, in terms of such values as honesty, credibility, integrity, passion and trust and discharging duties efficiently had not changed.

The phenomenon of political interference was more imaginary than real and civil servants could deal with them in a win-win style considering their extensive experience in dealing with people, the former Union secretary said.

Field experience

The civil servants should keep learning both from their successes and failures to do well their careers, he said.

While it was not possible to obtain domain knowledge like specialists, given the multiple domains they were called upon to work in, the broad-based knowledge and field experience possessed by the civil servants would give them a comparative advantage.

Chief Secretary S.P.Singh announced that the Government would institute Telangana Excellence Awards (TEX Awards) and they would be presented on State Formation Day on June 2 in the categories of flagship programmes, general category and innovation category.

Awards would be presented to individuals, groups, departments/districts and organisations to be selected through a screening process and field verification.

Nominations for the awards could be uploaded through the State portal.

Being impartial

Director General MCH HRD Institute and Special Chief Secretary, Planning, B.P.Acharya called upon the civil servants to carry out their responsibilities without fear or favour.

Later Dr. Subba Rao inaugurated the display of a cartoon made by B.P.Acharya under the caption ‘Obtuse Angle’ and unveiled the portrait of former Chief Secretary late Shravan Kumar.

Chief Secretary S.P.Singh released a book on Disaster Management in India written by another former Chief Secretary Dr. Mohan Kanda.
