The Prof. Tirupathi Rao Committee constituted to finalise the guidelines for District Fee Regulations Committee (DFRC) will submit the final report to the government on May 29.

The committee has recommended the constitution of DFRCs for implementation from the present academic year 2017-18 itself and recommended implementation of fee regulation from the current academic year.

Prof. Rao said the additional fees collected by schools already could be adjusted against future fee payments.

A new G.O. would be notified for the purpose under the 1983 Capitation Fees Act and that all flaws pointed out earlier in judgments of the High Court and Supreme Court had been corrected, committee members said.

The report also says fee can be increased only once in three years once the G.O is notified.

A retired District Judge or a Retired officer of Telangana Government not below the rank of Secretary would be chairperson of the DFRC.

Punishments as specified in the 1983 Capitation Fees Act would be applicable in case of violation of the provisions.
