Telangana: terms of reference for panel under preparation

M. Veerappa Moily, general secretary in charge of Congress affairs in Andhra Pradesh, has said the terms of reference for the proposed judicial committee on Telangana are under preparation.

“The government of India is seized of the matter with respect to the formation of a committee/mechanism to look into all the issues and concerns of all the regions in A.P.,” he said.

Mr. Moily asked the Congress leaders in Andhra Pradesh not to rush to the press on a sensitive issue like this. He said it would precipitate matters and disrupt the normality restored after the discussions held with all political parties and leaders on January 5, 2010 by Home Minister P. Chidambaram.

Later, Mr. Moily hinted to The Hindu that it would take couple of days more to finalise the committee and its terms of reference.

The following were the terms of the Rosaiah Committee on Telangana, consisting of legislators of A.P., which the Andhra/Rayalseema MPs wanted the Centre to include in its committee’s terms of reference.

They are: To go into the economic issues that propel Telangana sentiment and to examine the facts relating to employment, exploitation of resources, etc.; concerns of minorities in the proposed Telangana; status of Hyderabad Metropolitan Area taking into consideration the migrant population; concerns of the migrant population in the rest of Telangana (excluding Hyderabad); issues relating to Maoist and Terrorist activities in the context of a proposed Telangana set-up; modalities for sharing of river waters vis-À-vis the existing situation; Infrastructure and service facilities in the State capital relocation and consequential issues; issues pertaining to existing demands for separate States by other regions; and working out a strategy for the overall and harmonious development of all regions in the event of formation of a Telangana State.
