Union Minister for Human Resource Development Kapil Sibal will lay the foundation stone for the National Institute of Technology at Karaikal on July 12. The college will temporarily function at Anna College, Union Minister of State for Planning, Parliamentary Affairs and Culture V. Narayanasamy told The Hindu .
