Ministry may take a decision soon, say sources; GST Bill also on agenda

The State cabinet, which met on Thursday, is learnt to have taken up for discussion, among other things, a proposal to revise the guideline value (GV) for the registration of sale deed of properties, the State GST Bill and the demand for grants for various departments that would be presented in the next Assembly session.

A senior bureaucrat, however, said the revision of the guideline value was not on the original agenda of the cabinet meeting chaired by Chief Minister Edappadi K. Palaniswami at the Secretariat. The ruling party’s May 2016 Assembly election manifesto had promised to revise the guideline value for registration of sale deeds.

Inputs awaited

A person privy to the meeting said though various aspects of the proposal to revise the guideline value were discussed, a final decision was not taken, since more inputs were to be included.

“A decision would be taken soon and the government would make an important announcement on the issue at the earliest,” the source said. The recent orders of the Madras High Court on registration of unapproved land and ways in which the issue could be resolved were also reportedly discussed.

GST rate slabs

As for the Goods and Services Tax (GST), sources said that the government analysed the pros and cons of the GST rate slabs of 5%, 12%, 18% and 28%. “As Tamil Nadu is a major manufacturing State, the government discussed in which segment the businesses in the State were good and how to promote investment in that segment,” a source said.

The government was also giving final touches to the Draft State GST Bill, which would be introduced in the floor of the State Legislative Assembly in June, they said. Since the forthcoming Assembly session would be the first for Mr. Palaniswami as Chief Minister, he wanted to finalise all issues before the demands for grants are tabled in the House.

Chief Secretary Girija Vaidyanathan, Secretaries to the Chief Minister and other senior officials were also present in the meeting.
