The first phase of Perform, Achieve & Trade (PAT), a scheme promoted under the National Mission on Enhanced Energy Efficiency (NMEEE), will start in April 2011 and end in March 2014. Prior to the beginning of the first phase, a number of tasks have to be completed, such as methodology for specifying specific energy consumption; systems and process for PAT; institutional arrangement for PAT and cross-sectoral usage of certificates, said Ajay Mathur, Director General, Bureau of Energy Efficiency, on Monday.
Delivering the inaugural address at a Workshop on ‘Perform Achieve & Trade,' organised by the Confederation of Indian Industry (CII), he said that the scheme would help energy-intensive large units to enhance cost effectiveness of improvements in energy efficiency.
Baseline study
The baseline study will be completed by October 2010, while methodology for target setting is under preparation. CSTEP, Bangalore, was working on the methodology.
The draft implementation framework of the NMEEE was approved by the Steering Committee of the Ministry of Power in December 2008 and the Prime Minister's Council on Climate Change approved the Implementation Framework for the NMEEE, including the PAT, in August 2009.
The amendments to the Energy Conservation Act 2001, providing a legal mandate to PAT was passed by the Lok Sabha, and it would be taken up in the Rajya Sabha in the next session of Parliament, he said.
