Ombudsman for local bodies

To tackle corruption and maladministration in the local bodies, the State government has decided to establish the institution of ombudsman.

All 12 municipal corporations, 124 municipalities and 528 town panchayats will be covered by the ombudsman, apart from 31 district panchayats.

The Mayors, the Deputy Mayors, the Chairpersons and the Vice-Chairpersons are among those whose activities will come under the scanner. Officers and employees will also be covered.

An ordinance has been promulgated by Governor K. Rosaiah. Though dated November 13, it was made public through the government website on Thursday.

The move follows the recommendation of the 13 Finance Commission that the States establish a system of independent local body ombudsman.

The Governor, on the advice of Chief Minister, will appoint an officer of the State government holding a position not below the rank of principal secretary. The person will hold the office for three years. The removal of the ombudsman will have to be preceded by a resolution adopted in the Assembly on the ground of proved misbehaviour or incapacity.
