Chief Minister Jayalalithaa has called upon Prime Minister Manmohan Singh to instruct the Union Water Resources Ministry to take immediate steps to notify the final award of February 2007 of the Cauvery Water Disputes Tribunal in the Union government's Gazette.
In her memorandum, she also wanted the Prime Minister to place in position the Cauvery Water Management Board for the implementation of the Tribunal's award in letter and spirit.
Referring to the litigation pending in the Supreme Court and the Tribunal on the final award of the Tribunal, the memorandum stated that the Supreme Court had been adjourning the hearing several times.
Lastly, on May 6, 2010, upon mentioning, it directed the listing of the matters in August 2010.
However, the matters had not reached hearing.
On July 10, 2007, the Tribunal ordered that the applications filed by all party-States and the Union government be listed for orders after disposal of the appeals by the Supreme Court, the memorandum recalled.
Mullaperiyar issue
On the Mullaperiyar issue, Ms. Jayalalithaa sought the intervention of Dr. Singh in advising the Kerala government not to go ahead with any investigation, study or preliminary works connected with the construction of a new dam, as the whole issue was before the Supreme Court and the matter sub-judice.
The Union Ministries of Water Resources and Environment and Forests should be directed not to grant any permission to the Kerala government to carry out any further studies till the five-member Constitution Bench of the Supreme Court disposed of the suit of Tamil Nadu.
It should be ensured that the Kerala government did not interfere in the regular maintenance work being carried out by the Tamil Nadu government.
Palar dispute
On the Palar dispute, the Prime Minister should advise Andhra Pradesh not to go ahead with any work relating to the construction of the proposed reservoir across the Palar river.
Inter-linking of rivers
She wanted the Centre to consider the State government's proposal of inter-linking of Cauvery-Vaigai-Gundar rivers within the State at an estimated cost of Rs. 4,000 crore and Rs. 650 crore for inland waterways projects.
