Ending the impasse over the Kudankulam Nuclear Power Project (KKNNP), the Tamil Nadu Cabinet, chaired by Chief Minister Jayalalithaa, on Monday resolved to take steps for the early commissioning of the plant.
The Cabinet also decided that a Rs.500-crore package of development works should be taken up in Kudankulam, having regard to the local fishermen's welfare. Announcing the decisions after an hour-long meeting, the Chief Minister, in a statement, called upon all to cooperate with the government.
The decision came as a relief to a large section of people, particularly trade and industry, who are bearing the brunt of a power crisis, but drew adverse comments from activists and parties opposed to nuclear energy.
Meanwhile, nine persons, including two members of the anti-KKNNP struggle committee S. Sivasubramanian and K. Rajalingam, were arrested near the project site at 12.45 p.m. Though the Kudankulam parish priest, Thatheus Rajan, was also present, he was not arrested.
Even in the early hours, reports trickled in that the police force was being reinforced in Kudankulam. About 3,000 personnel mobilised for the Sankarankoil by-election were moved to the area immediately after polling was over on Sunday.
After a gap of over six months, officials of the KKNPP were allowed by the Tirunelveli district administration to enter the project site. One of them said a detailed study had to be done to know the condition of the equipment and machinery.
Ms. Jayalalithaa explained the basis for the government decision: reports of the Experts Group, constituted by the Centre in October; the State government's Experts Committee; and the petitions given by the protesters were exhaustively scrutinised. There was no possibility of the occurrence of an earthquake or tsunami, and anyway the plant had the best safety features.

Almost the entire state knew that the delay from the CM and State
cabinet to give a green signal to KKNP was the Sankarankoil By-polls.
It is sad that people blame the CM for her handling of such a critical
issue but remember what happened when she invoked ESMA and TESMA acts
in her previous term to teach the unruly government staffs a lesson?
People let her down immediately in the parliamentary polls in 2004.

Much delayed decision. I agree with many who opines that the obstructionists should put down wit iron fist, as this facility is
crucial for national energy security and economic progress.
I welcome this decision by the govt, though a belated one. There will
always be people who play on the bogey of fear, uncertainty and doubt
(FUD) about nuclear energy. The government has to be more transparent
and accountable by not passing amendments that limit compensation at
accident.
At a time when our energy demands are huge, we should not give in such
FUD. Nuclear energy is absolutely safe, safer than many other things
in India. How many nuclear accidents have we heard about in the whole
world over the last several decades? 5? How many people has it killed?
Compare that against road travel in India - MORE THAN ONE LAKH GET
KILLED EVERY YEAR. Does that mean that all these FUD-mongers sit at
home and stay away from roads? Absolutely not. We need to balance
risks against opportunities and do what is right in the medium term -
in the long run we are all dead! Way to go Jaya. Stop the FUD that has
no basis in reality.
Smart Decision by AMMA. She made sure PM comments about NGO's, missionaries and their dubious role. Forced DMK to support the plant and now decided to open with no political loss. She could have taken this decision earlier but the blame would be entirely laid on her. Now it is widely distributed across the polity with all parties like DMK,CPI,CPI-M, CONGRESS and BJP supporting and appreciating it.
The undemocratic action of Jaya govt is highly condemnable. This is
harassing and threatening the poor villagers who are struggling hard
for their legitimate rights - right to live safely; right to protest
peacefully against the atrocities by the govts. The people of
Koodankulam area are not protesting for them alone but for the whole

Congratulation on the bold decision, though late , but a decision which is the need of the hour. With the piling of power crisis on all corner of the state this could provide an alternative source. However both the state and central government must make its stand clear on the safety measure that is going to be adopted in KKNPP and what is the backup in the event of disaster. discarding N-plants and making investments for green energy, India is
marching on a road that would lead us to destruction. In a recent poll
Japanese citizen, more than 80% have voted for shutting down the N-
plants. Japan, known for its appetite for details, with its level of
sophistication couldn't do anything when a natural disaster of such a
magnitude struck. Is the Indian and TN government can handle such a
scale of disaster? You call me pessimistic, thank you, but I'm talking
about humans, blood and flesh not some concrete structures. Just
because an investment of few 100 crores are made does it mean that a
heavily populated country like India's human value is less??? Please,
rethink your options. There are plenty of better ways to produce
energy, mitigate transmission losses, make the existing system more
efficient. N-plants are not the solution, they are road for mass

(like Bloom Energy that can be deployed across all States / UTs in

Political class, Business class, Civil society, Researchers,
Academicians, National Security agencies etc to come together jointly

She had very little choice - similar protests have started simmering recently against almost all the new Thermal power plants currently being setup in Tamil Nadu. Unless the CM acted and set an example on KKNPP, there was no way for the state to come out of the power crisis.
In fact, a thermal power plant is 100 times more polluting than a nuclear power plant and that is why nuclear power is termed as "Clean Energy". A good example is NLC (Neyveli) where at least 10 people lose their lives every year in various accidents. Compare this with the total of only 60 deaths in the entire history of nuclear power in the world. This figure of 60 includes Chernobyl and Fukishima nuclear disasters as well. Nuclear accidents are often disproportionately famous and the number of direct deaths is very low.

Politics camouflages reason. Nuclear plants are running in crowded places in our country. Germany wants to phase out them but could import energy from France which produces 80% power from nuclear energy! Three Mile incident in US killed only three but many others are running without incidents; think of the risks in coal mining including health hazards.
Nucleaar energy has own hazards but we can learn and minimise them to the extent possible. Let us not forget we could soon be strangled by oil exporting countries which can turn against us in a jiffy.
Some of the posters here are quite unkind to CM Jayalalitha and reality. When there are conflicting positions, a duly elected Govt in a democracy, is required to seek opinions from diverse sources. In the case of KKNP, seeking of opinions is quite vital as it is a very specialized area, and its importance can't be understated. Former President Abdul Kalam had already spoken in support of KKNP. Despite his overwhelming influence on matters scientfic and industrial, the TN CM went through the due process. As the various expert committees provided their opinions during the time of the election to SK, she had no alternative but to follow the strictures of the EC, and announce her decision soon after the elections. Everyone knows, win or lose SK, hardly matters to AIADMK Govt. except the opposition may have a talking point if AIADMK lost SK. One must admire her speedy decision, although she could have waited for the results of the election to SK.
Hats off to Jayalalitha. She has greater common sense and guts than Mamata Banerjee.

Some of the comments here simply do not make any sense. It was important that the Chief Minister finally came out supporting the Nuclear Power Plant. This is a State with Blackouts and Brownout all through the year and foreign companies who want to business in the State would not appreciate the stupidity of a few people arguing about subjects they are qualified to engage in.

In 1988 Later an umbrella organisation called the Samathuva Samudaya
Iyakkam (Social Equality Movement) was formed. People from three
districts – Tirunelveli, Kanyakumari and Tuticorin – organised a
massive rally at Tirunelveli in 1988. However, the disintegration of
the Soviet Union, Gorbachev losing power and the assassination of
Rajiv Gandhi stalled the Koodankulam deal and by the end of 1991 the
Nuclear Power Corporation (NPC) declared that Koodankulam nuclear
power project had been called off and the government’s permission was
sought to set up two 500 MW indigenous 5 reactors at the same site
(Indian Express, 20-01-1992). Very soon the movement against the plant
also died down.

It is a strange that people who are suffering from 9 hr load-shedding (not 7), protest against power generation rather than protesting for it! If 500 cr is given for developement, see politics in it! Fishermen are poor and infrastructure for them will take them out of missionary cluches. The developed countries have now realized that it is very difficult to get rid of the radiation hazards of the spent fuel rods ,and that is one of the reasons for them to go slow on nuclear energy.It is not clear how it will be in case of this plant. Is it not possible to declare a "no man land " in a ,say , 100 KM radius area from the plant, and rehabilitate the people displaced from these area at Govt expenditure to avoid loss of life & property in case of an accident.

for it?
The 900Cr might seem a big amount now, look at Japan, the country

to shutdown. When every other country is learning from others
mistakes, we tend to travel the road knowing that we would get hurt.
If a calamity of the recent one happened at Japan strikes
Koondankulam, can the Indian and TN government avoid it? Even the
developed Japan took more than a month to bring situation under

The change of decision on Kundakulam project by Jayalalitha shows the
true nature of politicians i.e. power over development of the country.
In my perception i think not only did she waited for by polls to get
over but also could have received some sort of benefits from the centre. I strongly question her sudden change of decision on the
project. She or any other politician neither care nor will care the
safety of the people nor development.The sole purpose for rejection of
project initially was for bypolls or to gain some benefits from centre
but not the safety of people.

The problem with the regional parties is that they find a hidden happiness on opposing anything and everything even if it is detrimental for progress of their own state. How one wishes that this decision had been taken in November / December 2011. What a waste of time. Better late than never. Most of the people of Tamilnadu will support this decision as they are suffering from announced and unannounced power cuts of about 10 hours a day. The T.N cabinet's decision to commission KUDANKULAM NUCLEAR PROJECT is wide expected after the by-election. The arrest of anti project is condemnable. If the T.N Government wants to run the nuclear plant, it should put a condition to central government that the power generated out of the plant is only for tamil nadu. The power should not be shared to other states, since one side of tamil nadu border the kerala wilfully to deny water to tamil nadu, raking the the issue of safety of the dam, though it is very safe. On another side the Karnataka refusing water as per Supreme Court order.
In tamil nadu assembly the MLA's are free to debate in their own mother tongue. But in Karnataka speaking tamil in the lobby of assembly is a crime. The MLA from Hosur debates in Kannada, the CM replies to him in kannada,telugu. Is any other state is reciprocating the same. holidays are being declared for Kerala festivals and ugadi for kannadigas and telugus. why not other states do the same.

curl up its tail or else the TN police who have got the support of the CM

The decision of the Tamil Nadu Govt was an expected one and only the by-election postponed the decision. A right decision at the right time which is a rarity today. I applaud CM Jayalalitha's firm decision in this respect. Majority of the people of TN is for the project and a few vested interest were holding ransom all these days. It's a commendable step on the part of the government. Setting up of NPPs is indispensable for our nation.On one hand our energy needs are increasing while there are coal shortages on the other that are crippling our thermal power generation which is the main contributor to our power generation. Other sources of energy like hydro,wind, solar are not so dependable. Of course there are fears in the air regarding safety issues related to NPPs. These issues should be dealt with in a proper manner and there is need of creating awareness among the people. Truly, nuclear energy is the energy of future.
The world is still working on design of nuclear power plants which could survive severe tremors and resulting Tsunami. How could India proceed with such confidence in this matter? India is vastly populated and a nuclear disaster will be catastrophic. This should be looked up very carefully and only go ahead when structural safety is intact and Electrical isolation & shutdown is possible from long distance.
The decision of investing in the Kudankulam nuclear reactor project is a good move by the Jayalalitha government. But the safety of the local people shouldn't be compromised at any cost. We all have seen what happened in Japan recently and we in India are much less equipped or say developed enough to deal with a similar kind of situation. So the government should double check the security concerns of the people. Investing Rs 500 crore for a the development of the local people is always welcome but I hope this money actually goes to the people
At last Jaya and Karuna deserve some appreciation for taking care of the TN interests and paving way for further development. TN now should go full throttle in creating more than adequate generating capacity so that they can help neighbouring states.

This is a much awited good news. This should mark the beginning of the end of power shortage in Tamilnadu through setting up of fast track nuclear power plants with requisite safety measures, duly allaying the apprehensions of the public with effective safety measures in place -receding the setting up of such new projects ,drawing from the experience of the anti - Kudankulam power plant lobby of all forms. Once the state comes out of the stigma of power deficient state during the tenure of Ms. Jayalalithaa, there will be a vibrant Tamilnadu. of local people and announced infra development of the area too.Now
timelines need to be drawn to complete the infra work and preferably CM
should personally visit the area to assure the people. Also DoAE should
be asked to speed up power generation and after hard bargaining with
central govt. TN should get maximum share of power.One has to see plight
of industries in western TN to realize gravity of power situation.
A shameless chief minister, that's the right word, she waited only for the by-polls. Even now the MM Singh or Jayalalitha have not come out with any solution on the safety concerns of those villagers. In case there is an accident what are the immediate safety measures and who will organise this, where will they file for claims regards to loss of property and life, we have seen the case of Bhopal, those who died are lucky and those that escaped are suffering and all our scientists and politicians are not speaking a word about it, and the criminals are scott free with minimum penalty or nothing at all, this is the outcome of just an industrial disaster, what will happen in case of a nuclear power plant disaster, can anybody even specify an amount that will paid as compensation?

First, the action of Ms. Jayalalitha the day after the polls indicates
that how calculative our politicians are and how stupid the people
are. It also demonstrates the need for the right to recall,
particularly when a party poses a pro-people face before polls and
reverts its attitude after polls.
Regarding KNPP, personally, it is a need of the hour. Other than
Chernobyl and Fukishim, there have been no nuclear incidents in the
world. There is no question of the capability or the sincerity of the
committee members to address safety. However, I seriously don't trust
our UPA(or its politicians) to have done without diluting the safety
standards for bit of bucks under the table. The committee would have
gone through the papers provided by them for verification but did they
really check the quality of the concrete? The mean time between
failures, themselves? Unlikely, and these are the spots where bucks
are made and people are killed...
All this sounds too good. Please investigate as to how many crores
Jayalalitha got out of this?

By giving late green signal to the Kudangulam project, the ruling party has ensured its own safety belt of Sankanrankoil seat. At last, the power starved state gets some breather out of this clearance. Let all concerned ensure 100% safety of the plant, its environ and the people.

We are appreciating this announcement hoping our suffering with power
cut will ease somewhat. We do not expect miracles before South West
monsoon arrives in interior western regions and by July most of the
areas in Tamilnadu may have some relief.

I am glad that CM has taken the correct decision to operationalise the completed NPP. This would alleviate the power shortage problem in the state and help reduce India's dependence on imported sources of energy such as coal along with reduction in green house gas emission.
This shows how much she is arrogant in decision making, all the sudden now how it is possible for her to give the clearence,if it is viable why she had wasted this much precious time while Tamilnadu people are suffering in acute power shortage?

If winning the lone SK seat was the only motive (than the 'life-line' of the nation - power)she could have perhaps done that without sweat, just by supporting the KKNPP project. This was only expected of Jayalalitha who is known for hypocrisy. All along she was keeping mum only because of the by-elections in Sankarankovil. Now that there are no more elections, virtually it is a free and uninterrupted show for her, not requiring the support of the people anymore except during the elections. There is no difference between Jaya & Karuna in their approach, after all both of them are of the same kind.

Good , better to have it then fret. hope the anti-nuke activist see the reason and allow the commission at the earliest. we have been suffering 2 hours powercut daily and losing business, and our friends in other parts of tamilnadu more than 7 hours a day,we need energy friends,understand and allow the nuke plant to be commissioned.

In olden days an advice to common men reads as follow:
"If needed to talk about government matters, check your surroundings
during day time before talking and during night do not talk at all". I
think this will be a more apt advice to follow in a democracy than in a
monarchy.
