The Central Administrative Tribunal (CAT), Madras Bench, on Thursday granted an interim stay of all further proceedings pursuant to two charge memos against the Deputy Inspector-General of Police, Idol Wing CID, A.G. Ponn Manickavel.
The tribunal Bench comprising K. Elango, Judicial Member, and P. Prabakaran, Administrative Member, also restrained the authorities from taking into account the pendency of charge memos dated June 5, 2010 and October 1, 2013, while considering the officer for promotion to the next higher rank, until further orders.
The interim order was passed on applications by Mr. Manickavel who said that he was due for promotion as Inspector-General of Police in three to four months. The officer said that a charge memo of June 2010 was issued against him for two petty lapses that took place 11 years ago.
Later, in October this year, a charge letter was initiated based on the petition of a compulsorily retired police constable who was arrested by him, and on the report of the then DIG. Since his promotion was due, the timing of the initiation of proceedings was truly suspect, the applicant said.
