The Chennai City Police have detained 11 persons under the Goondas Act.
The 11 persons, including serial offender Balaji alias Kaakka Thoppu Balaji, have been detained to prevent chain-snatching, robbery and murder . Of the persons detained, Balaji and Kuppa figure prominently in the list.
Balaji, a resident of Broadway, has 31 criminal cases pending against him. The repeat offender has been named in the murder of Yuvaraj, Satish, Saravanan and Vijayan.
He has several criminal cases pending in Tiruchi and Kancheepuram and in the States of Andhra Pradesh and Karnataka, a city police officer said.
