“Sarangi note a repeat of Lokpal Bill provisions”

Note reiterates Centre's line on exclusion of PM, higher judiciary and lower bureaucracy from Bill's ambit

The note brought by Maharashtra bureaucrat U.C. Sarangi, who is said to have dealt with anti-corruption crusader Anna Hazare during his agitations in the past, reiterated the government position on exclusion of the Prime Minister, higher judiciary and lower bureaucracy from the purview of the Bill.

“It was nothing but a repeat of the provisions of the Lokpal Bill,” said Arvind Kejriwal, a member of Team Anna.

On setting up Lokayuktas in States, it said that the Centre's model bill could be sent to States who could then adopt similar acts for setting up Lokayuktas. Team Anna maintains that the Centre should legislate for formation of Lokayuktas through the Central bill.

On the contentious issue of transferring the CBI to the Lokpal, the note says it is not possible to do so as the anti-corruption wing of the CBI was created to act as the anti-corruption wing of the government. The Lokpal could requisition services of some officers for specific investigations.

Team Anna was not clear about from whom Mr. Sarangi got the note.
