Observing that the Departmental Promotion Committees (DPCs) often do not consider for promotion officers who are retiring before the occurrence of vacancy, the Appointment Committee of Cabinet on Monday clarified that there is no such bar.
Issued through the Department of Personnel and Training, the order quotes a 1998 office memorandum stating: “There is no specific bar... for consideration of retired employees, while preparing year-wise panel(s), who were within the zone of consideration in the relevant year (s).”
The previous order said that according to legal opinion also, it would not be in order if eligible employees, who were within the zone of consideration for the relevant year (s) but are not actually in service when the DPC is being held, are not considered.... name of the retired officials may also be included in the panel (s)”.
ACC observed that DPCs often do not consider such eligible officers and these “undesirable trends” negated the very purpose of the 1998 office memorandum. “All ministries/departments are, therefore, advised to ensure strict compliance of the instructions,” said the order.
