U.P. tables bill for raising special security force to memorials

Uttar Pradesh government on Thursday tabled a bill for raising a special force for providing security to the various memorials, statues and parks set up under the BSP government.

The bill “State special region security bill 2010” was tabled in the house by Parliamentary Affairs Minister Lalji Verma.

The bill describes the various memorials, parks and other important places as special regions for the purpose of providing security to them.

The bill proposes to describe ten memorials, parks and statues, including the Gomti Nagar situated Dr Bhimrao Ambedkar Samajik Parivartan Sthal, Dr Ambedkar Vihar, Manyavar Kanshiramji Smarak Sthal as well as 13, Mall Avenue (the bungalow allotted to Mayawati when she was earlier the chief minister and has since then been converted into a memorial) as special region.

According to the bill, the raising of the force would cost Rs. 53 crore while its annual expenditure is estimated to be around Rs 14 crore, excluding the expenditure on land required for the purpose of having infrastructure for the force.

IPS and PPS officers would be appointed to top positions through transfers while subordinate staff would be directly recruited.

In the initial stage, only one battalion of the force would be raised but the state government would have the right to further expand it.

The bill also has the provision that senior officials of the force would also have the powers to search anyone without warrants and if required arrest him.

The senior officials of the force would also have the powers to acquire any property which they feel could be a source to commit any crime under the new bill.

The arresting official would also have the power to hand over the arrested person directly to a competent police officer or to a nearest police station.

Other memorials which would be termed as special regions under the bill for security cover are Samajik Parivartan Prateek sthal, Manyavar Kanshiram ji Harit Udyan, Ramabai Ambedkar maidan, Budh Vihar Shanti Upvan and Smriti Upvan (all in Lucknow) and Gautam Budh Nagar situated Gautam Budh Samta Mulak Sthal.
