This is in accordance with the decision arrived at the tripartite meeting among the Union government, the State Government and the All Assam Students' Union (AASU) in the presence of Prime Minister Manmohan Singh on May 5, 2005.
The House also rejected by voice vote three separate amendments to the official resolution moved by the Opposition parties — the Asom Gana Parishad, the Bharatiya Janata Party and the Communist Party of India — after they declined to withdraw the same.
Chief Minister Tarun Gogoi intervened to say that initially the State government had felt that the resolution was not needed as there was consensus among all the parties and organisations concerned to make 1971 electoral roll as the basis for updating the NRC. However, as there was some confusion regarding the government position, the resolution was moved so that the consensus opinion could be conveyed to the Centre. The resolution moved by Parliamentary Affairs Minister Bharat Narah was put to vote by Speaker Tanka Bahadur Rai after the House rejected the three amendments.
The AGP, in its amendment motion, pressed for completing the updating of the NRC within one year in true reflection of decision arrived at the tripartite meeting.
