The Delhi High Court has ordered impleadment of three government bodies in an ongoing case on the menace of stray dogs in the Capital after submission of a report by the amicus curiae, which indicated that the problem was getting worse .
The matter was brought to the court by a woman, Geeta Devi, with the grievance that her five-month-old child had died of a street dog’s attack in 2007. She alleged that the death had occurred due to the negligence of the municipal authorities.
In his preliminary report filed in the court last week, amicus curiae R.K. Saini, a High Court lawyer, said that the stray dogs had become a big menace and the problem had reached alarming proportions.
The canine population was increasing despite the sterilisation methods being adopted, as claimed by the municipal corporations of Delhi, he said.
Justice Vibhu Bakhru, while ordering that Mr. Saini’s report be circulated among the counsels, said it would be necessary to implead the New Delhi Municipal Council, Delhi Development Authority, and the Union government through the Secretary, Ministry of Environment, Forest and Climate Change (Animal Welfare Division).
The court ordered that notices would go to the newly impleaded respondents through their nominated standing counsels, and posted the case for further hearing on March 16.
