Fewer crimes against women in Mumbai in 2012: police

Cases of rape by unknown persons have shown a decline, says Commissioner Satyapal Singh

There have been fewer crimes against women in Mumbai in 2012, compared to the last year. The city ranks 48 in the country in crimes against women, Mumbai Commissioner of Police Satyapal Singh said here on Wednesday.

Cases of rape by unknown persons had shown a decline in the past one year, he said. “This means that in most of the rape cases, the accused are known to the victims.” Two hundred and nineteen rape cases were registered in the city in 2011. This year, the number (till December 16) of cases was 213. “Of the 213, only in 12 cases is the accused not known to the woman. In six cases, the woman has been raped by a close family member. In 35 cases, rapes happened under the pretext of marriage,” Mr Singh said.

In 2012, though there was a marginal decrease in the number of registered rape cases, Mr. Singh pointed out that three cases of the father raping his own daughter were registered. “Just last week, a mother registered a case under section 354 (of IPC) [assault or criminal force to woman with the intent of outraging her modesty] against her own son,” he said. Cases of rape under the pretext of marriage rose considerably from 35 in 2011 to 63 in 2012.

In 2011, a hundred and seventy seven cases of eve-teasing and insult to women were registered with the Mumbai police. In 2012 (January to November), the figure rose to 183. There had been a decrease in cases of outraging the modesty of a woman. In 2011, as many as 556 such cases were registered. The number dropped to 515 this year (till November).

Cases of enticing or detaining a married woman with criminal intent had also shown a drop. In 2011, two hundred and eighty seven cases were registered under section 498 of the IPC. This year (till November) the number of such cases was 262.

In view of the growing agitations against crimes against women, the Mumbai Police had formed special women’s squads in every police station, he said. Police also organised awareness programmes in schools and colleges.

Mr. Singh said all registered cases of crimes against women would be monitored by the Deputy Commissioners of Police in each zone. “There will be a time-bound investigation. If any college student is found to be involved in eve-teasing or molestation or outraging the modesty of a woman, a letter will be sent to his parents and principal informing them about it.
