In 2014-15, the Delhi Transport Corporation incurred its highest total as well as operational loss of the past five financial years, and failed to add a single new bus to its fleet, as per the report of the Comptroller and Auditor General of India.

The CAG report finds that the total loss for the DTC in 2014-2015 was Rs.2,917.75 crore, the highest in the previous five financial years.

Major losses

From 2010-2011 till 2014-2015, the DTC racked up a whopping Rs. 11,962.09 crore in losses, while the operational losses in that period were Rs. 5,022.05 crore. The operational loss in 2014-2015 – Rs. 1,273.19 crore – was also the highest in the previous five financial years.

The report found the DTC’s fleet utilisation and vehicle productivity to be less than “all-India averages” and the route planning was deficient. Breakdown of DTC buses increased from 1.77 to 5.35 per 10,000km of operation.

“The corporation could not procure new buses despite availability of funds. It also lost the opportunity of availing Central assistance of Rs. 204.57 crore,” said the report.

Deploying DTC staff in other Delhi government departments “without any recorded reasons” led to non-reimbursement of salaries and allowances of Rs. 57.40 crore.
