Bahujan Samaj Party MLA Purshottam Naresh Dwivedi, an accused in the gang-rape of a minor girl in his residence at Banda in Uttar Pradesh, was arrested on Thursday.
His accomplices Rajendra Shukla and Surendra Neta were arrested on Wednesday and one Ravankar is at large.
Additional Director-General of Police (Law and Order) Brij Lal confirmed Dwivedi's arrest.
A First Information Report against the MLA and the three others, under Sections 376 and 354 of the Indian Penal Code, was filed at the Atarra police station on Wednesday after the preliminary report of the CB-CID held them guilty of the crime. The report was based on the girl's statement recorded by the investigating team. Action against the Naraini MLA was initiated at the behest of Chief Minister Mayawati. She suspended him from the party on January 1.
In her statement, the girl said she was raped twice on December 11 and 12 last in Dwivedi's house. She was arrested and sent to jail on December 12 on the charge of committing a theft. She is still lodged in the Banda model jail.
Meanwhile, Anil Kumar, station-in-charge of the Kalyanpur police station in Kanpur, ASP (Rural) Lal Bahadur and another policeman Laxmi Nivas Mishra were suspended in connection with the September 27, 2010 rape and murder of a girl student of Gyan Bharti School in Kanpur by the sons of the school manager. Anil Kumar was charged with illegal detention and falsification of records in the FIR lodged at the Kalyanpur station on Thursday under Sections 344 and 218 of the IPC.
Cabinet Secretary Shashank Shekhar Singh told journalists here that an inquiry was ordered to examine the conduct of the then SSP/DIG of Kanpur, Prem Prakash, during the investigation.
The probe would be conducted by the ADG (Law and Order), who would submit a report to the government in a fortnight.
