On a day when a police inspector was gunned down in daylight by unidentified, motorcycle-borne men in Saran district in Bihar, the BJP disrupted the functioning of both Houses of legislature over the law and order situation in the State.

Outside the Assembly, the BJP leaders held black umbrellas and protested against “lack of protection for the poor under the present regime”.

As soon as the proceedings began, slogan shouting opposition leaders demanded a discussion on the law and order situation in the State. Shouting anti-government slogans, the BJP leaders alleged that ever since the ruling Janata Dal (United) joined hands with the RJD, the situation had gone from bad to worse.

Amid the continuous din, Speaker Uday Narayan Chaudhury adjourned the House.

BJP leaders also disrupted Council proceedings demanding adjournment over the issue of recent spate of murders in Siwan and other places in the State. They alleged that the reign of terror had returned in Siwan district with former RJD MP Mohd Shahabuddin releasing a list of 23 persons to be killed in the coming days.

“The Special branch of the State police has even sent the hit list to top officials of the district. Two persons figuring in the list have already been killed and security has been beefed up for another,” State BJP president Mangal Pandey alleged.

On Monday, inspector Sanjay Tiwari of Ishuwapur police station, Saran district was gunned down by three men who reportedly came to loot a bank.

Reacting to the incident, Chief Minister Jitan Ram Manjhi said the police officer had not taken required “protection” while chasing criminals.

“Crime under the present regime of Jitan Ram Manjhi has soared in the State, and to run the government the ruling party has surrendered to RJD chief Lalu Prasad,” charged Leader of the Opposition in the Assembly Nand Kishore Yadav.

Presenting figures, Mr. Yadav said 1,84,961 cognisable crimes were recorded in 2013, has reached 1,47,433 till August this year and could reach upto two lakh by the end of the year.

“There has been an average of 19,500 cognisable crimes every month this year,” Mr. Yadav told the media. Crimes against Dalits, Maha Dalits, and extremely backward castes had gone up manifold and the Chief Minister himself came from that section of society.

As many as 81 cases were registered under the Prevention of Atrocities against SC/ST in 2012, 305 in 2013 and 361 till August, claimed the BJP leader.
