Energy efficiency measures will be implemented in six more municipal councils of Haryana through the Energy Service Company (ESCO) route, Chief Secretary Urvashi Gulati said on Tuesday after presiding over a meeting of the State level monitoring committee on implementation of energy conservation measures and Energy Conservation Act-2001.
Ms. Gulati disclosed that the ESCO projects had encouraging results in Hisar and HUDA sectors of Panchkula. Now, Yamunanagar, Palwal, Bhiwani,Karnal, Jagadhri and Municipal Council area of Panchkula would also be covered.
The minister directed the constitution of a technical committee headed by HAREDA Director to look into Energy Conservation Building Code (ECBC) compliance in the new government buildings. This committee would also suggest a revision in the Haryana Schedule of Rates (HSR) so that the tendering process for specific material becomes easy. It would also deliberate quality issues and submit its report within three months after its constitution.
Reviewing the solar water heating system programme, Ms. Gulati directed that the installation of systems be enforced by the HUDA, Urban Local Bodies Department and HSIIDC strictly and progress reports be sent to HAREDA regularly.
She asked the Departments to take up leadership in their respective areas to promote energy conservation. She stressed the need for raising the awareness on energy conservation among general public. There was a need to prepare an Action Plan for the state along with a Status Report, she added.
Earlier, National Coordinator, Bureau of Energy Efficiency, Union Ministry of Power Jiwesh Nanadan said that the Bureau would provide Rs. two crore as matching grant for creation of state energy conservation fund. He added that the Bureau had identified the potential of saving of 3.2 billion units of electricity annually in Haryana in commercial buildings, small and medium enterprises (SMEs) and agriculture sector.
He said that the Government was considering bringing the commercial buildings of 100 KW connected load within the ambit of the Energy Conservation Act which would result in large energy savings.
National Productivity Council Director D. Pawan Kumar made a detailed presentation on the potential of energy savings in the State.
Financial Commissioner and Principal Secretary, Renewable Energy,S. S. Prasad briefed the committee about the various steps taken by the State Government to promote energy conservation which included capacity building, awareness creation, energy audit and energy efficient lighting in the Government and private sector. This had resulted in saving of 132 MW of electricity during the last financial year.
HAREDA Director Sumita Misra said Haryana was the first state in the country to implement energy efficient street lighting on its own in Municipal Committee, Hisar and HUDA sectors, Panchkula and the results were encouraging.
