A local court on Saturday issued fresh non-bailable warrants against father of a victim of Nithari killings for allegedly changing his statement in which he had accused businessman Moninder Singh Pandher of bribing police.

Additional Chief Judicial Magistrate (ACJM) Vishambhar Prashad issued the NBW against Nand Lal, father of Badi Payal, 22, who was among the victims of the gruesome killings which came to light in December 2006 following discovery of human remains from a drain behind Pandher’s house in Noida on the outskirts of Delhi.

The court directed SSP, Ghaziabad to arrest Lal and produce him before it on April 25.

Earlier also, a warrant was issued by the court but it could not be served on him.

Advocate Khalid Khan, on whose plea the court issued the NBW, said he was engaged by Lal for the case of murder and abduction of daughter and in his statement before the then special judge Rama Jain on April 25, 2007, Lal had alleged that the then Noida police circle officer received bribe from main accused Pandher and police also recovered a saw from Pandher’s house in his presence.

On the basis of his statement, the police officer and Pandher were named as accused by the judge but on July 6, 2007, Lal retracted his statement and accused Khan of pressuring him to give a false statement.

Taking serious note of Lal’s conduct, the judge them registered a complaint against him for giving false statement and the case is being now heard in the court of ACJM.

Pandher and his domestic help Surender Koli were arrested and a total of 19 cases were filed in connection with the rape and murder of children and Badi Payal whose skeletal remains, clothes and footwear were found in Nithari in 2006. The Central Bureau of investigation had filed charge sheets in 16 cases. Three cases were closed due to lack of evidence.

Koli has been given capital punishment in four cases.

Pandher and Kohli were awarded death penalty by the Ghaziabad court in the case related to rape and murder of a teenager in February 2009, but later Allahabad high court acquitted Pandher.
