Stating that the gruesome assault on the five-year girl was a stark reminder for an urgent need for the society to work collectively to counter such evils, Prime Minister Manmohan Singh on Sunday said vast improvements need to be made to ensure women’s safety in the country.

Referring to the horrific Delhi gang rape incident in December last year and the gruesome assault on five-year-old girl here a few days ago, Dr. Singh said asked people to work collectively to uproot such depravity from the society. "It is widely accepted that, as a country, we have vast improvements to make in the areas of safety, security and status of women. These issues came into sharper focus after the horrific gangrape incident in Delhi last December. The gruesome assault on a little child a few days back reminds us of the need to work collectively to root out this sort of depravity from our society," he said at the 8th Civil Services Day function here.

Dr. Singh said the two brutal cases had resulted in agitations by various sections, demanding better law and order to ensure women's security and stringent punishment to the culprits.

He said the agitations that have followed the two cases in December last year and now are a reminder to us that we need to show concern and sensitivity while dealing with public anxiety that such incidents generate.

"Our government has moved with speed in strengthening the law to be able to deal more effectively with offences against women. However, this is but a small part of what needs to be done. All of us, as responsible citizens, have a special obligation to contribute to the social and economic empowerment of women in our country,’’ he added.

If he is asking for collective fight, who is he referring to. Doesn't he have power. If he doesn't have power, who else has. I had good respect for this man...but no more. He wants to stick to his position..why can't his goverment who is responsible for the Delhi police take immediate action....

Without capital punishments, these platitudes will continue to persist.
Human rights should only cover law-abiding citizens.

Mostly he will remain mute, but when he speaks he gives a wakeup call to
himself!!!.. common!! which part of the world, govt of the day gives a
wake up call for collective action to itself rather than acting on the
ground.. disgusting and baffling

P.M. wants collective fight against Rape. Very good idea. But why he is not asking for collective fight against Corruption. His not appearing before JPC on 2G says it all. All corruption is going on under his own eyes and he has kept quiet.

Please first learn to recognize yourself the representative of the country and its
populace. Then this kind of speech would not come from you.

I am not a sociologist. But looking at a small statistics I believe there are two reasons for this inhuman behavior. One. Our people especially in the BEMARU states breed like pigs. Though I believe all are knowledgeable of birth control methods, parents are absolutely irresponsible. Result, uncared for children without any moral values. Second. Risk of punishment is almost non existent and going to jail for a day or two does not prick any moral values nor society they live in castigates them. Unless population control and system of police and judiciary under go change nothing will improve.

Your wise words should always guide the nation but what the family that
has nominated you and ruled the country for 50+ years and you as formal
PM for 9 years and your government has done except to degenerate every
thing that has some goodness. There is to be some limit to hypocricy even
to complete formality to make right noise Mr.PM
