"There are times when we feel tribal culture is exploited. It is important that this Bill seeks to enhance those powers and their autonomy can be strengthened. In North Sikkim we have 'zumsas', which form the local body of the tribals of that particular area. Zumsas are very democratic."

5.30 p.m.: Sankar Prasad Datta discusses sixth schedule of the Constitution (Amendment) Bill 2016. "During V.P. Singh's govt, it was told that not only SC/ST but nearly 52% of the people belonged to 'other backward communities'. And now, most of the scheduled tribes are not getting proper treatment, so there is unrest within the people. Extremism is now growing. If we can provide security to the people, this extremism wouldn't be here."

11.33 a.m.: In the Lok Sabha, Gaurav Gogoi says border roads organization is an important institution that ensures the routes Indian army takes are clear. "But BRO is facing a massive budget deficit. Is it slowing the pace of work?" Manohar Parrikar responds saying BRO has come under Defence Ministry only last year and the money has never been a problem.
Mr. Gogoi interrupts saying there are 61 indo-China border roads and most of the villagers living along these borders say that roads from Chinese side are good as well as the infrastructure. Compared to that roads connecting these villages with India are in bad shape so it may create "apprehension" among the people.
