5.52 p.m.: Prem Das Rai of SDF, Sikkim wants to know if there has been any study done on the operation of the District and Regional Councils. "There are times when we feel tribal culture is exploited. It is important that this Bill seeks to enhance those powers and their autonomy can be strengthened. In North Sikkim we have 'zumsas', which form the local body of the tribals of that particular area. Zumsas are very democratic."

5.30 p.m.: Sankar Prasad Datta discusses sixth schedule of the Constitution (Amendment) Bill 2016. "During V.P. Singh's govt, it was told that not only SC/ST but nearly 52% of the people belonged to 'other backward communities'. And now, most of the scheduled tribes are not getting proper treatment, so there is unrest within the people. Extremism is now growing. If we can provide security to the people, this extremism wouldn't be here."

5.20 p.m.: Odisha has a lot of tribes, They all have their own customs. Human dignity should be protected at any cost. Despite the sixth schedule, the protection of customs is merely on paper. Our thoughts need to be changed: Mahtab

5.10 p.m.: Odisha BJP MP Bhartruhari Mahtab says, "I put this question to Mr. Vincent Pala. The question still haunts us today, when we think of tribal people of our country, especially of the northeast."

4.55 p.m.: BJP MP from Uttar Pradesh, Bhairon Prasad Mishra says that his constituency Bundelkhand has been in a similar situation like northeast. Poor children have been subjected to neglect.

3.17 p.m.: Jairam Ramesh, INC says: There are two issues that have come up this afternoon. The Money Bill issue had been raised at the time of Aadhaar Bill discussion. The first issue, which is the only issue is the special category issue.

3.15 p.m.: Sitaram Yechury asks FM to discuss Money Bill in the other house. Not in Rajya Sabha.

3.10 p.m.: What Article 110 says, is, a Bill shall be deemed to be, the word is 'shall.' This is not optional. We'll make sure justice is done to AP: Arun Jaitley

3.09 p.m.: Arun Jaitley talks about provisions of Money Bill. "Assuming the govt is losing majority and the Money Bill is being voted out in the Lok Sabha, and the govt has to resign, can the govt stand up and say, now please treat it as a non-Money Bill? That option is not available."

3.07 p.m.: INC MP Abhijit Mukherjee from West Bengal talks in LS about State Highways and National Highways. "I feel India should plan these projects out in a proper way. Each household should be supplied with pipe or portable water. This country has a population problem as well."

3.01 p.m.: In Constitution, there is no distinction between Bill moved by the govt & a private member. A govt cannot survive a minority in the Lower House, but it can survive in the Upper House. A money Bill can be voted only in the Lok Sabha and not in the Rajya Sabha: Arun Jaitley

2.55 p.m.: Finance Minister Arun Jaitley talks about AP Reorganisation (Amendment) Bill introduced in private members' business. "Will take steps to help AP financially."

2.50 p.m.: In Lok Sabha, BJP MP Virendra Singh says we can use solar energy for crop production. Development can start by improving agricultural activities. Farmers' welfare is the most important of all.

2.45 p.m.: Rajya Sabha continues discussion with AP Reorganisation (Amendment) Bill.

12.57 p.m.: Viplove Thankur asks about patents on Kulu shawls. Ms. Irani says the govt is pursuing GI tags for the handloom sector. "We will be complimenting e-commerce sites that are connecting weavers directly with consumers."

12.55 p.m.: Smirit Irani answers a question that the govt is ensuring that with 28 weaver services in the country, the govt is helping them. "In Bhagalpur, we are running a weaver service centre. India Handloom has had 9.3 crore sale since April."

12.30 p.m.: Anil Desai of the Shiv Sena asks a question on Pradhan Mantri Fasal Bima Yojana.

12.10 p.m.: In the Rajya Sabha, Railway Minister Suresh Prabhu says, "We are working on converting all train toilets into biotoiets and vacuum toilets. We are also starting e-catering. You can order the food you want on the train."

12.04 p.m.: Rajnath Singh begins his speech in Lok Sabha.

12 noon: Question Hour begins in Rajya Sabha.

11.57 a.m.: Satyavrat Chaturvedi asks if the govt will rethink its policy. Rajnath Singh replies that whatever the govt does it will take everyone into confidence.

11.55 a.m.: "Atal Bihar Vajpayee had said that said friends can change, not neighbours. Narendra Modi, Manmohan Singh too reached out, but this neighbour doesn't cooperate. May god give everyone wisdom."

11.54 a.m.: "On the blackout of my speech, I don't know MEA conventions. As for BSF, I have told BSF to be restrained and not start aggression. But if bullets are fired from there, they need not take our permission to act."

11.53 a.m.: "There were groups protesting as I went from chopper to hotel. But had I been worried about protests, I would not have gone."

11.52 a.m.: "After the meet, the host Home Minister invited me for lunch. But he left after inviting. I too did what I needed to for India. I did not go there for lunch."

11.50 a.m.: "On terror, many leaders have sacrificed. All PMs of our country have shown anti-terror commitment. The issue on my speech being covered is tough to answer now. But it is true that DD, PTI, ANI were not allowed. With me, what pakistan did what it did. I don't want to say anything. But India's prestige is important and we uphold it."

11.44 a.m.: Anand Sharma says, "I condemn the violation of protocol. And commend the points he raised. On drugs, were any assurances given by members to check narcotics trade that fund terror from Pakistan? Govt should think about level of engagement."

11.41 a.m.: Kanimozhi says many youngsters are being brainwashed into terrorism. "Has the Home Minister raised this usse?"

11.40 a.m.: D. Raja of the CPI says, "Pakistan is yet to ratify the SAARC Convention on Criminal Matters. I only hope that soon actually means soon. How is India going to engage with Pakistan in the coming days?"

11.38 a.m.: Navaneethakrishnan of the AIADMK says, "Our HM, I hear, wasn't treated well there. One channel said he came back without food. Please clarify."

11.34 a.m.: Ram Gopal Yadav in the Rajya Sabha says it is a good thing that the Home Minister took a tough stand. "BSF and army should be given free hand to take action against terrorists."

11.33 a.m.: In the Lok Sabha, Gaurav Gogoi says border roads organization is an important institution that ensures the routes Indian army takes are clear. "But BRO is facing a massive budget deficit. Is it slowing the pace of work?" Manohar Parrikar responds saying BRO has come under Defence Ministry only last year and the money has never been a problem.

Mr. Gogoi interrupts saying there are 61 indo-China border roads and most of the villagers living along these borders say that roads from Chinese side are good as well as the infrastructure. Compared to that roads connecting these villages with India are in bad shape so it may create "apprehension" among the people.

11.31 a.m.: Mayawati says, "We support hm for articulating our issues and concerns there. And Pakistan did not respond properly. Will you rethink your Pakistan policy?"

11.30 a.m.: Derek O'Brien asks, "It is said DD and ANI were not given opportunity. Were you blacked out? Some say there was precedent of this. Please clarify."

11.27 a.m.: "We may have differences, but when the PM or Home Minister goes to another country, we hear that the Home Minister was not covered by Pakistan media. He did not enjoy the protocol a large nation like us deserves. We condemn this if it is true."

11.26 a.m.: Ghulam Nabi Azad says, "Terror and drugs are problems. No one has suffered from terror as our party has. We have lost two PMs to terror."

11.25 a.m.: Dr. Subramanian Swamy says, "I congratulate him for his clear and tough stand that he has taken on terrorism in Pakistan. But they are daily talking about the disintegration of India. I hope the Home Minister spoke to them about their own backyard falling apart."

11.24 a.m.: "As for Pakistan, they haven't ratified the SAARC COnvention on Criminal Matters. They have said they will do it soon. Terror is the greatest enemy of human rights."

11.23 a.m.: " Those people, organisations and nations that assist terrorists must be condemned. Never distinguish between good and bad terror, I said. All members should ratify global conventions against terror. I declared September 22 and 23 as dates for an anti-terror meet in India."

11.21 a.m.: "Terrorism, drugs, human trafficking were discussed. I stressed on terror. I asked all member nations not to glorify or patronise terror."
