The Kerala Cabinet decided on Wednesday to extend the time for filing complaints about the fair value of land notified by the government for calculation of stamp duty for registration of land deeds.

Chief Minister V. S. Achuthanandan told journalists after the Cabinet meeting that the three months time would be given for filing appeals on fair values which came into effect on April 1. An Ordinance would be brought to give effect to the decision.

The Chief Minister recalled that government had notified the values on March 6. However, people did not get the 30 days time specified for filing appeals owing to delay in getting the copies of the gazette notification.

Mr. Achuthanandan said that the Cabinet had cleared a proposal to bring a legislation to set up a welfare fund for document writers, document copy writers and stamp vendors. The legislation would provide for pension to members of the fund on completion of 60 years of age or 25 years of service as document writer or copy writer or vendor. There would also be provision for family pension and assistance for housing, medical care and marriage of daughters.
