Term cut for prisoners in Kerala

The Kerala Cabinet has decided to grant remission of sentence to prisoners in connection with State Formation Day on November 1.

The Kerala Cabinet has decided to grant remission of sentence to prisoners in connection with State Formation Day on November 1.

Chief Minister Oommen Chandy told the media after a Cabinet meeting on Wednesday that the recommendation on this would be sent to the Governor for approval. The proposal is to grant 15-day remission to prisoners sentenced up to three months’ imprisonment and one year for those sentenced to life.

Prisoners undergoing sentences ranging from three months to six months are recommended for one month’s remission. Those with terms between six months and one year will get two months’ remission. The remission proposed is of three months for those serving prison terms of one to two years and four months for those serving two to five years. Prisoners undergoing five to ten years’ imprisonment would get a remission of five months, if the Governor approves the proposal.

UGC scales

The Cabinet sanctioned UGC scales to teachers of Ayurveda medical colleges with postgraduate qualifications with effect from January 2006. Till now, they have been getting AICTE (All India Council for Technical Education) scales of pay.

It approved the guidelines for implementing last week’s Cabinet decision to pay the interest on educational loans taken by below the poverty line (BPL) families between 2004 and 2009. A joint committee of bankers and government Secretaries will oversee the implementation.

The Chief Minister said the government would take immediate steps to dispose of wastes in Thiruvananthapuram city. “Now we have to act. All issues connected with waste disposal will be addressed. The credibility of the government is at stake.”

Mr. Chandy said that waste would not be taken out of the city to nearby villages. The government will see to it that no one is affected by waste disposal sites. He parried questions whether the operations would resume at the Vilappilsala waste treatment plan in view of a High Court order to reopen it.

He said the Cabinet had sanctioned Rs.1.5 crore more for the World Malayalam Conference proposed to be held from October 30 to November 1. A sum of Rs.5,00,00 had been allotted for this earlier.

Cooking gas subsidy

He said that no decision had been taken on subsidy for cooking gas. The issue may have to be discussed in the liaison committee of the ruling United Democratic Front. Discussions will be held with tanker lorry operators on Thursday regarding their demands.

The government will expedite its decision on granting grace marks to student entrepreneurs as promised at the Emerging Kerala meet. They had been promised a waiver of 20 per cent of the attendance requirements for appearing in the examinations. A committee had worked out the details and the Cabinet may take a decision on Thursday.
