Schools should fill only posts notified by regional deputy directors, says circular

In a significant move, the Directorate of Higher Secondary Education has come out with stringent norms for appointment of teaching and non-teaching staff in aided higher secondary schools (HSS).

Through a circular (No. ACDC1/900/2013/HSE) issued on Thursday, the directorate has stipulated that schools should fill only posts to be notified by the regional deputy directors in accordance with the norms contained in the circular. A three-member panel comprising the manager or his/her nominee, the school principal, and a government nominee should interview the candidates who apply for these posts. Each candidate should be ranked according to scores stipulated in the circular. School managers should make appointments only from the rank list prepared on the basis of the candidates’ performance in the interview, the circular said.

School managers should publish information about teaching and non-teaching posts in at least two newspapers across the State and the same should be put up on the notice boards of grama panchayats and district panchayats.

Candidates should be given 15 days to submit their applications. On submission of application, every applicant should be issued a receipt. Intimations about interviews should reach the candidates seven days in advance.

Interview

Only candidates with the required qualifications should be allowed to appear for the interview, and the rank lists should be prepared according to merit. Out of 100 marks, only 10 marks can be awarded for performance in the interview; the remaining scores should be based on basic qualifications and additional qualifications, experience, achievements in sports/games/fine arts/contests/participation in National Service Scheme and National Cadet Corps, published work, and so on. The school managers should prepare separate rank lists for each subject. The directorate has also laid down norms for appointment of junior teachers through promotion.

Complaints/objections regarding the appointments to teaching and non-teaching posts should be submitted to the regional deputy directors concerned within 15 days of the publication of the rank lists. Appeals against the decisions of the regional deputy directors should be submitted to the Director of Higher Secondary Education within 15 days of the decision. Approval of the appointments will be subject to the decision of the Director on these appeals, the circular said.
