Mr. Regi was held by the armed force representing one of the Tripoli-based self-declared governments of Libya.
This government had not accepted the U.N.-backed Government of National Accord (GNA) since it came into effect in April, 2016.
The 43-year-old engineer was an employee of Al Diwan Company, entrusted with implementing the national citizen database project for the Civil Registry Authority (CRA), which rival factions wanted access to.
